Your first action

Do this now

Choose safe access for the urgent call or application. If a device is monitored, plan before changing accounts; if it is missing, use official recovery tools when safe. Lifeline has mailed and assisted application routes.

Next: Request Lifeline application help or a mailed form

Ask: I need phone or internet service and cannot apply online. Can you mail the form or help me apply? Which proof is needed if I lack ordinary ID or a fixed address?

Not in Louisville? Outside Louisville: Lifeline and your county library

The Internet Access Card is a Louisville Free Public Library program. Lifeline is a federal phone or internet discount for eligible households; confirm a participating company's local coverage, charges, and device terms. Kentucky's public-library directory, linked in the backup route, lists local contacts; confirm computer or internet access, ID rules, fees, hours, and travel with the library.

Situation: No working phone, a phone was lost or stolen, or no internet access.

What you need to startUse what you have. Missing items do not block the first call.

Have ready if available

  • The urgent task and account identifiers, without passwords or recovery codes
  • Available benefit/income or identity records; request the exact accepted-proof list
  • A safe contact and mailing method, even if temporary
  • A reachable library/helper; ask about card/ID rules, printing costs and transport

Missing documents should lead to an accepted-proof question and temporary access; do not assume every program waives ID.

If the first route fails

If there is no working phone or you need a computer for an urgent task: Use the Kentucky public-library directory, or ask a trusted desk/helper to look it up. Confirm computers, WiFi, ID rules, fees, accessibility and travel. WiFi alone needs a working device. Keep the Lifeline mail route moving.

Keep the Lifeline application route open

Last checked 2026-09-30 · Kentucky · official source: Kentucky Department for Libraries and Archives — Public Library Directory

What remains uncertain: Lifeline is one household discount; a request does not establish free-device fulfillment. ACP ended June 1, 2024. Approval, signal, device charges, library ID exceptions and other vendors' complete offline routes require confirmation. No reachable phone, helper, mail or transport remains an unresolved gap.

Keep the plan moving

If the first route is closed or you cannot use it

A closed office, unanswered call, or unavailable device does not prove that you are denied or that a service is unavailable. This guide lists some options, not every possible route. If it is safe to do so, ask for another appropriate contact and keep the original task open.

The office or line is closed

Record what failed and when. Use a listed same-day alternative if one exists, and keep the original call or application as a separate follow-up.

See things that may help today

You cannot use the phone or website

Check for another published channel or ask a trusted helper to open the route with you. Share only the minimum information needed. If no workable channel is listed, that gap remains unknown.

Check the official routes

Related resources can offer another path, but a listing does not confirm current hours, capacity, eligibility, or acceptance. Review related resources.

What this guide cannot promise

Reviewed guidance only. Fees, timelines, eligibility, document substitutes, capacity, and provider practices are not published unless supported by a named source. Confirm current requirements directly.

A listing that may still help remains visible with an honest status such as Possibly active or Needs verification.
PROVIDER CONFIRMED
Only named fields backed by linked first-party provider evidence, integrity checks, and attributed human approval may carry this state. No One Left Outside never infers it from a website, import, likely fit, or contact attempt.

Each step in full

The same steps as the plan above, with the instructions for each one.

  1. Do firstChoose safe access before changing accounts

Private plan · nothing is sent

    Do this

If a device or account is monitored, plan for safer communication before making changes. If a phone is missing, use official recovery tools when safe.

    • If another person monitors the device or account, use a device they have not accessed and consider the technology safety guide before changing passwords, location sharing or connected accounts. Changes may alert them; public computer use does not establish privacy.
    • For a lost or stolen phone, ask the carrier and account providers about suspending access and recovering the number. Use the operating system's official locate/lock tools if available. Understand what remote erase would remove before using it.
    • Do not give a helper passwords or recovery codes. On a shared computer, decline password saving, sign out and take your documents. If you cannot safely change an account yet, keep the safety plan and arrange the urgent contact another way.
    • Keep a private follow-up checklist: which critical accounts were secured, which recovery requests are still pending, and who can safely receive the next response? Record only the status and next check, without passwords, recovery codes or sensitive account details. If changing access could alert someone monitoring you, record the deferred task and revisit it with safe support.

Move on when: you have chosen a contact method and a safe next action, including choosing to delay an account change

    Limits and what to confirm

    • General survivor guidance does not assess a particular device or establish privacy; account changes can alert another person.
    • Finding or erasing requires appropriate prior settings and account access. Remote erase can remove data; do not presume it is the safe first action.
    • The safety of a particular device, account recovery, preserved data and replacement timing require individual assessment.

  2. Step 1Get temporary computer or internet access of 8

Private plan · nothing is sent

    Do this

Ask a specific public-library branch for the task you need now, its access rules and any printing fees. Free WiFi still needs a working device.

    • In Louisville/Jefferson County, LFPL publishes free workstation internet and WiFi, free faxing, and printing at $0.05 black-and-white or $0.50 color per side. Call 502-574-1611 or ask a branch desk about a computer, scanning, current hours and session rules.
    • LFPL's desktop-only Internet Access Card is published for age 18+. The page does not explicitly waive ID or address proof. Say: I need desktop access and lack ordinary ID/address proof. What does this card or a guest session accept, and what costs apply? Ask about the younger-person route if under 18.
    • Kenton County Public Library publishes free WiFi without a password and free faxing; printing is $0.05 black-and-white/$0.25 color. Call 859-962-4000. In Perry County, the Hazard library publishes computers/webcams, free charging/scanning/email, $0.10/$0.25 printing and $1 long-distance fax; local/800-number fax is free. Call 606-436-2475. Its 24/7 parking-lot WiFi policy is separate from indoor hours; price and current access need checking.
    • Elsewhere, use Kentucky's public-library directory and ask the chosen branch: Can I use a computer without my usual ID or card? Is there WiFi, private calling, accessible equipment or scan/fax help? What fees and time limits apply? A directory entry establishes a contact, not every service. If you cannot get there or no device is available, tell the application program and request its paper or assisted route.

Move on when: an access point and its rules are confirmed, or the application program has been asked for an offline alternative

  3. Step 2Update contacts and plan for mail of 8

Private plan · nothing is sent

    Do this

Give each urgent contact a safe callback method. Ask Lifeline about a temporary physical location and a separate mailing address if you lack a fixed home.

    • Contact the clinic, benefits office, employer or other urgent destination separately. Say: My usual phone/internet is unavailable. Please use this safe temporary method until this date. What happens if I miss a callback, and how can I check my next deadline? Record the accepted method without recording passwords or codes.
    • For Lifeline, explain that you have no fixed address. USAC allows temporary addresses and a descriptive physical location when there is no standard street address; ask how to record your actual location and a separate mailing address. A PO Box alone does not replace the physical-address field.
    • Before using a shelter, trusted person or General Delivery for mail or equipment, confirm that they accept it, the exact format and pickup requirements. Keep private locations out of public directories. Update each account yourself; a new phone number does not update every agency's records.
    • Ask your Kentucky Medicaid plan: Does my exact product offer a device or connectivity benefit, who qualifies, and is a separate federal Lifeline application required? Use the Medicaid journey to identify the plan and its member-service route; benefit names alone do not establish eligibility.

Move on when: urgent destinations have accepted a safe contact method and there is a plan to receive required notices

  4. Step 3Apply for Lifeline with available proof of 8

Private plan · nothing is sent

    Do this

Lifeline remains active. It discounts one eligible household's service; ACP ended June 1, 2024 and has no current enrollment route.

    • Check income at or below 135% of the 2026 federal poverty guidelines, or Medicaid, SNAP, SSI, federal public housing assistance, Veterans Pension/Survivors Benefit or another applicable published route. A qualifying child or dependent can establish household eligibility. A household means people sharing income and expenses; people at one shelter/address may be separate households. Ask whether the household worksheet is needed.
    • Lifeline provides up to $9.25/month toward qualifying internet or bundled service, or up to $5.25 toward voice-only service. One household gets one discount, not separate discounts for phone and home internet. Device, activation, tax and remaining service costs depend on the company; a free smartphone is not a federal entitlement.
    • Apply through the official National Verifier link, a participating company, or mail to Lifeline Support Center, PO Box 1000, Horseheads, NY 14845. Call 800-234-9473 to request a mailed application or help; USAC publishes support seven days a week, 9 a.m.-9 p.m. Eastern. English/Spanish forms and instructions in additional languages are available. Do not mail original identity documents.
    • If a specific check fails, use USAC's proof list for that check. A birth certificate may establish date of birth, while W-2, tax or SSA-1099 records can address certain Social Security-number checks. Those are not universal substitutes for every ID request. Ask: Which field could not be verified, exactly what alternative do you accept, and how do I return it without internet? If none is available, keep temporary access and start document replacement.
    • Keep the confirmation or notice and the deadline it gives. After eligibility approval, you still need to enroll with a participating company. If rejected or no response, ask USAC what is missing and the next review/status route. Avoid websites claiming to enroll you in ACP; the FCC warns that the closed program is still advertised misleadingly.

Move on when: you have a submitted application/confirmation, or a precise missing-proof request and an offline next action

    Do this

Use USAC's company search as a lead, then confirm signal, home-service address, device terms and the full bill before enrolling.

    • Search your own ZIP in Companies Near Me; the Technology Hub's ten-ZIP Kentucky sample was checked September 4, 2026 and remains a dated lead. USAC says results may include companies that do not serve your address and omit companies that do. A statewide program listing does not establish rural cellular signal or service at each home.
    • Ask at least two possible companies: Do you serve my actual location? What is the monthly bill after Lifeline, first bill, activation, device/SIM/shipping charge and data/hotspot limit? Is the device bought, borrowed, promotional or bring-your-own? What happens if eligibility or a promotion ends? Confirm old-number transfer and device compatibility before canceling existing access.
    • If no company confirms usable service, ask about home service or another network rather than paying for a hotspot that may not work. Keep the library or mail route for the urgent application, record the unserved location privately and ask the destination how to continue without connectivity.

Move on when: a company has confirmed the actual location and disclosed the plan/device costs, or the service gap has a next contact

Address-qualified assistance and introductory promotions have different rules. Check installation, WiFi equipment and the later monthly price.

    • Access from AT&T's current page uses address-specific price and speed, with income below 200% of federal poverty guidelines or listed benefits. Use the official address flow; a universal $30 monthly price is not established by that page. Ask 855-220-5211, or Spanish 855-220-5225, about assistance and a complete first/recurring bill. A fully paper application is unverified.
    • Spectrum Internet Assist publishes 50 Mbps at $25/month, or $15 if the additional program discount is approved. Advanced WiFi is $10/month extra. Its disclosure lists $20 activation and $50 professional installation, plus applicable taxes/fees; any waiver needs a quote. Official pages differ on the SSI age rule, so confirm the exact household criterion. The separate Internet 100 promotion advertises $30 for one year with $50 retail thereafter; it is not the permanent assistance rate.
    • Human-I-T's pages disagree about hotspot purchase cost: $80.98 on eligibility versus $87.98 including a $72.99 device and $14.99 first month on its internet page. Service is $14.99/month; older 4G rental adds $10/month. Call 888-391-7249 for the exact model, buy/rent terms, taxes/shipping, monthly bill and coverage. Keep the conflict visible until a written quote resolves it.
    • Say: I have this qualifying program/income and this service location. What documentation do you require, what is my first bill and ongoing bill, and how do I apply without internet? If the location is unserved, no fixed service location exists, or the cost is unaffordable, keep Lifeline mobile, public access and paper routes open. Do not enter private addresses into No One Left Outside notes.

    • Ask which charges or waivers apply at the exact address; a promotion differs from retail; no address was checked.
    • Compare the senior FAQ's age 65+ wording and confirm the age rule; California subsidy rules do not apply in Kentucky.
    • These general service-assistance contacts do not establish a complete paper Internet Assist application route. Published page also lists other support numbers.
    • Hotspot price contradicts the low-cost internet page; exact total and ownership of the bundle are unresolved. Device price, inventory and accessibility are unknown.
    • Conflicts with eligibility page's $80.98 device amount; exact checkout total and coverage are unknown. Nationwide description does not establish rural signal or address-level service.

    Where authoritative sources disagree

    Human-I-T hotspot purchase price

    • Human-I-T eligibility page: $80.98 hotspot purchase; $14.99 monthly service or a $24.99 bundle.
    • Human-I-T low-cost internet page: $87.98 initially including $72.99 device and $14.99 first month; older 4G rental adds $10/month.

Practical consequence: The first bill and device ownership cannot be determined from one advertised figure.

Safer action: Request the exact model, purchased versus rented equipment, complete invoice and ongoing bill before paying.

    Spectrum SSI age requirement

    • Spectrum Internet Assist FAQ: The senior FAQ describes SSI eligibility at age 65+.
    • Spectrum official explainer: The explainer lists SSI without that age qualifier.

Practical consequence: A younger SSI recipient cannot infer eligibility from conflicting pages.

Safer action: Ask which age and product rule applies to the application, and request the criterion if denied.

Kentucky KATS loans and reuse differ from TAP communication equipment. Confirm fit, costs, return terms and separate phone service.

    • KATS serves Kentuckians with disabilities of all ages/incomes and their supporters. Loans are short term and charge a nominal maintenance fee for each item; amounts vary by center and late fees may apply. Borrowed equipment must be returned. Call 800-327-5287 to ask for a demonstration or loan, the term/fees, training and accessible pickup or shipping.
    • Project CARAT reuse describes a new owner at no cost on the parent page, while its request form says low or no cost. Confirm the exact item charge and ownership. Inventory changes; a prescription may be requested. The online form requires phone and email. If either is missing, ask the coordinating/regional center how to make an assisted request and receive follow-up safely; acceptance is not yet established.
    • TAP is specialized communication equipment for eligible hearing, speech or deafblind disability, not a general free phone offer. Published rules include one year of Kentucky residency, age 5+ generally or 13+ for wireless, guardian signature under 18, matching ID/address and phone/internet evidence. Professional certification is at the applicant's expense. Request the current packet before paying for certification because the eligibility and application pages list different certifiers.
    • TAP equipment is described as no-cost, but a wireless device does not include a SIM, phone number or cellular service; you pay the monthly plan. Request a mailed packet at 800-372-2907, voice 502-573-2604 or videophone 502-416-0607. Mail to 632 Versailles Road, Frankfort KY 40601, or fax 502-573-3594. Use no-out-of-pocket service every 30 days, keep contact details current and respond if USAC asks you to recertify.

    • Lifeline eligibility is reviewed annually. If asked to recertify, follow the notice and complete it within 60 days. If you pay nothing out of pocket for service, use it at least once every 30 days under the published rule; ask your company what usage counts. Keep the physical and mailing address accurate so notices can reach you.
    • If service stopped, ask the company whether the cause was non-use, recertification, identity/household review, account charge or network/device failure. Call USAC at 800-234-9473 for eligibility/application questions. Say: What reason is recorded, what exact action/document restores review, and what deadline applies? Keep the notice and confirmation.
    • If there is no answer or the problem remains, ask for the next status/review or complaint route and when to check again. Use the urgent contact/public-access fallback while it is unresolved. An approved application, grievance or promised callback does not establish activation or restored service.
    • Choose a safe contact method, name who owns the next action, and write down when to check again.

Account and device information

A carrier or account provider may need details to secure or recover access.

If it is missing

Use verified provider contact information and ask what can be recovered without exposing passwords or sensitive records to No One Left Outside.

Possibilities to ask about

Eligibility evidence requested by an assistance provider

Phone and internet programs set their own current participation rules.

If it is missing

Ask which specific identity or eligibility field needs proof. USAC's alternatives differ from device-vendor photo-ID rules; no universal waiver is verified. Keep temporary access and start document replacement if needed.

An address where post can actually arrive

A phone may not solve mailed notices or device delivery. Each account needs a safe physical/mailing arrangement and a way to check its own deadline.

If it is missing

Call the destination Post Office about General Delivery and ask which facility offers it, what ZIP code to use, and what identification it accepts — then tell every agency separately.

The route No One Left Outside checked

The Postal Service publishes General Delivery as a way to receive mail without a permanent address. Its FAQ states: "General Delivery is a mail service for those without a permanent address, often used as a temporary mailing address." The Domestic Mail Manual sets the rules. Section 508.6.1 states general delivery "is intended primarily as a temporary means of delivery: For transients and customers not permanently located" and for customers wanting Post Office box service when boxes are unavailable. Section 508.6.3 states a "general delivery customer can be required to present suitable identification before mail is given to the customer," and that "Prior to mailing, customers should contact the destination Post Office to determine the authorized facility or facilities and their applicable ZIP Code(s)." Section 508.6.2 states general delivery is normally available at only one facility per Post Office, that "A customer may use only one such location," and that a postmaster may refuse or restrict it "To a customer who is unable to present suitable identification" or where mail volume or accumulation cannot reasonably be accommodated. Section 508.6.4 states "Each general delivery mailpiece is held for no more than 30 days, although a shorter time period may be requested by the sender." Two consequences worth planning around: identification can be required, so this may not solve an address problem for someone who is also missing ID; and a notice with a deadline further out than 30 days can be returned to the sender before it is collected. Call the specific Post Office first — which facility offers it, and what identification that postmaster accepts, are decided locally.

Things to try

  • Use the account provider’s official recovery route and avoid anyone asking for passwords or verification codes.

A program requires online access to request online access.

Things to try

  • USAC can mail a Lifeline application; call 800-234-9473 using a safe borrowed phone or ask a participating company/helper. Complete paper routes for other vendors remain unknown.
  • Ask a specific Kentucky library branch about computers, ID/card rules, scan/fax, fees, accessibility and hours. The detailed plan names LFPL, Kenton and Perry services; the statewide directory supplies contacts, not universal service availability.
  • LFPL's desktop card has an age floor of 18 and does not explicitly waive ID/address proof. Ask about guest access and the younger-person route.

There is no address for post, so notices and cards have nowhere to arrive.

Things to try

  • Ask the destination Post Office about General Delivery, which USPS publishes as intended for "transients and customers not permanently located" — call first, because it runs at one authorised facility per Post Office.
  • Ask before relying on it: a postmaster may refuse it to someone unable to present suitable identification, and each piece is held no more than 30 days, so a notice with a longer deadline can go back to the sender.
  • Update the address separately with every agency that might write — there is no shared address book across them.

A Lifeline benefit stopped without any decision being made.

Things to try

  • Check the two published rules first: USAC states a household asked to recertify "must recertify within 60 days" or lose the benefit, and that a service not paid for out of pocket must be used at least once every 30 days.
  • Confirm the physical and mailing address on the account and ask for the actual recorded reason for the stoppage.
  • Ask the service provider what it recorded and what would restart it.

The old number, email, device, or mailing route is monitored or unsafe.

Things to try

  • Use a safer device and plan before changing passwords, tracking or connected accounts; changes may alert someone monitoring them. Do not send codes through an unsafe method. Ask for individually safe recovery.

Your phone is cut off, or the phone company does not answer.

Things to try

  • Apply for Lifeline online at lifelinesupport.org, or by mail.
  • If you have a disability and need help applying, the Lifeline Support Center is (800) 234-9473. It can mail you an application.

The normal route stalls, gives conflicting instructions, or cannot confirm the next step.

Things to try

  • Record who said what, when, and through which channel.
  • Ask what escalation or alternate channel exists, then keep a separate fallback route open.

Things that may help today

  • If you need to reach emergency services and have no phone service, most mobile phones can still dial 911 without an active plan, and a library, shelter, clinic, or neighbour can let you call. No One Left Outside does not monitor or dispatch help.
  • Ask an urgent contact to record a temporary safe contact method and how long it should be used.
  • Use a trusted public or community access point without saving passwords on a shared device.

Verified official route

USAC publishes annual eligibility review, recertification within 60 days when requested, and use at least every 30 days if nothing is paid out of pocket. Keep physical/mailing details current. Ask the company for the actual stoppage reason and USAC for eligibility help; reinstatement is not promised.

Louisville Free Public Library (LFPL), serving Louisville/Jefferson County, publishes free workstation internet/WiFi and a desktop-only Internet Access Card for age 18+. It does not explicitly waive ID/address proof. Ask 502-574-1611 what card/guest access accepts; under-18 rules and sessions are unknown. Printing costs $0.05 black-and-white/$0.50 color per side; faxing is free. Its $35 paid regular card is a separate product.

Preparation and practice guidanceGeneral advice that applies to most appointments and calls, not only to this journey.

Practitioner and helper guidance

Preparation ideas for the person and anyone helping
  • Update the highest-risk contacts first and record the date each one accepted the change.

A new number in one system does not update every other agency or provider.

  • Do not represent a phone, plan, discount, or provider as available until verified.

Program rules, carriers, devices, and continued-use requirements can change.

  • Record contact changes without recording passwords, recovery codes, or security answers.

The next helper needs continuity, not access to private authentication material.

  • Solve the postal address at the same time as the phone, not afterwards.

Mailed notices and equipment need a workable contact. General Delivery identification and 30-day holding rules can limit it; the actual notice controls the deadline. Lifeline separately allows a temporary/descriptive physical location and mailing address.

  • Ask the library about desktop-only or guest access and its exact ID/address rules.

LFPL publishes a desktop-only card for age 18+ without explicitly waiving ID/address proof. Record the branch's accepted route rather than inferring an exception from silence.

  • Separate documents, client statements, agency instructions, and unconfirmed assumptions in the record.

Clear labels let the next helper reuse what is known without turning an inference into a fact.

  • End each handoff with a named owner, safe contact method, next check date, and fallback.

A referral is easier to resume when responsibility and the failed-route response are visible.

Appointment strategy

  1. 1.Ask whether an appointment is required before you travel.
  2. 2.Ask how walk-ins are handled and whether arriving early changes the process.
  3. 3.Confirm the location, hours, and documents again on the day you plan to go.
  4. 4.Ask what safe contact method will be used for changes, cancellations, or follow-up.
  5. 5.Before ending, ask who to contact and what to do if the appointment or referral cannot proceed.

Scheduling links and phone numbers are pending verification.

Day of the appointment or visit

At the office

  1. 1.Arrive early when practical, especially if you are walking in.
  2. 2.Ask for a realistic wait estimate.
  3. 3.Ask whether the office uses text messages, callbacks, or another queue-notification system.
  4. 4.Ask whether you can leave briefly and return without losing your place.
  5. 5.Prepare for a potentially long day.
  6. 6.Write down the name or department that gave each instruction, the date, and the next action.

Bring for the wait

  • A charger
  • Water and snacks where permitted
  • Medications you may need during the wait
  • All paperwork together in one folder
  • Something to do while you wait
  • A safe way to take notes and store confirmation or reference numbers

If something goes wrong

What to do when a step does not work

A closed office, a failed website or a “no” does not end the plan. Guidance written for this guide comes first. Where this guide has none, No One Left Outside’s general guidance is shown and labelled.

Show the seven situations, deadlines, county differences and what No One Left Outside does not know
If a document is missing

From this guide

  • Two-factor authentication still points to the missing device.
    • Use the account provider’s official recovery route and avoid anyone asking for passwords or verification codes.
  • Missing: Account and device information
    • Use verified provider contact information and ask what can be recovered without exposing passwords or sensitive records to No One Left Outside.
    • Ask first whether these are accepted (not confirmed): Ask whether an account number, device record, or another verification method can begin recovery.
  • Missing: Eligibility evidence requested by an assistance provider
    • Ask which specific identity or eligibility field needs proof. USAC's alternatives differ from device-vendor photo-ID rules; no universal waiver is verified. Keep temporary access and start document replacement if needed.
    • Ask first whether these are accepted (not confirmed): Ask whether a benefit or income record can be reviewed; No One Left Outside has not verified program acceptance.
  • Missing: An address where post can actually arrive
    • Call the destination Post Office about General Delivery and ask which facility offers it, what ZIP code to use, and what identification it accepts — then tell every agency separately.
    • Ask first whether these are accepted (not confirmed): Ask a shelter, day centre, clinic, or case manager whether it will receive post on someone's behalf and for how long.

If the office is closed

No One Left Outside general guidance — not specific to this guide and not an official rule

  • Check the official page or phone line for current hours before going again.
  • Ask whether there is a phone, mail, drop box or online way to do the same step.
  • Write down the date and time you tried, in case you need to show you tried.

If the website or portal fails

From this guide

  • Two-factor authentication still points to the missing device.
    • Use the account provider’s official recovery route and avoid anyone asking for passwords or verification codes.
  • A program requires online access to request online access.

If the phone is disconnected or nobody answers

From this guide

  • Your phone is cut off, or the phone company does not answer.
    • Apply for Lifeline online at lifelinesupport.org, or by mail.
    • If you have a disability and need help applying, the Lifeline Support Center is (800) 234-9473. It can mail you an application.

If the request is denied

From this guide

  • A Lifeline benefit stopped without any decision being made.

If the service is not accessible

No One Left Outside general guidance — not specific to this guide and not an official rule

  • You can ask for help to use the service: an interpreter, large print, a reader, a different way to apply, or someone to come with you.
  • Ask the office what accommodations they offer, and write down who you asked.

If availability is unknown

No One Left Outside general guidance — not specific to this guide and not an official rule

  • No One Left Outside cannot confirm current openings. Call before you go and ask about waitlists.
  • Ask when to check back, and keep a second option ready.

Deadlines

  • If you received a notice or letter, the date on that notice controls. Keep it with you.
  • Write down the date you received any decision or request for more information.
  • No One Left Outside does not track individual deadlines and does not send reminders.
  • Steps in this guide that mention a deadline: Update contacts and plan for mail; Apply for Lifeline with available proof; Choose computer use, purchase or loan; Keep or restore the Lifeline benefit.

County differences

  • Offices, hours and local help can differ by county. Use the office that serves the county where the person lives.
  • If you are not sure which office serves an address, ask the agency or Kentucky 211.
  • Some routes in this guide are for Louisville or Jefferson County. Other counties may use different offices.

What No One Left Outside does not know

  • The safety of a particular device, account recovery, preserved data and replacement timing require individual assessment.
  • Kenton computer/scanning charges are not explicitly established. Branch availability, ID exceptions, computer-session length, accessible workstations and hands-on application help are not established for every library.
  • Acceptance of a particular mailing contact, delivery location or confidential-address arrangement must be confirmed; no shared update across agencies is assumed.
  • Individual approval, accepted alternative documents and company terms remain unknown. The online application returned 403 in the research tool; the official parent page establishes its link, not its form contents.
  • Current company enrollment, signal, device stock, number transfer and total costs require a company quote; September 4 sample listings were not freshly rechecked.
  • No home address was submitted; actual coverage, approved rates, exceptions, taxes and account restrictions are unknown. Spectrum's linked application returned 403; its inaccessible contents were not inferred.
  • Whether an office is open today, or how long the wait is
  • Whether a program has openings right now
  • Whether a particular person qualifies — only the agency or provider decides
Before you travelA final check of documents, opening hours, and the receiving contact.

Avoid a wasted trip

  1. 1.Recheck the location, hours, appointment rules, and current document instructions before leaving.
  2. 2.Keep originals and copies organized, and ask before handing over the only copy you have.
  3. 3.At the counter, explain what is missing and ask what replacement or workaround evidence can be reviewed.
  4. 4.Ask what was received, what is still missing, how status can be checked, and what happens if the normal route fails.
  5. 5.Keep a safe copy, receipt, confirmation, or reference number for anything you submit.

Ask before leaving the counter: “Is there anything else that could prevent this application from being approved today?”
