How to apply for public housing and Section 8 in Kentucky

This toolkit gives general information and planning steps. It does not decide eligibility, confirm that a waiting list is open, submit an application, or give legal advice. Check the current official page or ask the housing agency what applies to you.

Each source quote below shows the date its page was checked. They are dated observations, not a report of today's intake. Check the agency's current page or call before applying. Each agency decides its own applications.

  1. Choose the program and the agency that serves your area

For Section 8 / Housing Choice Vouchers, start with KHC's county list. Some areas use their local PHA instead. Lexington and Bowling Green below are examples, not a statewide directory. Ask the local agency about public housing separately from vouchers.

“While KHC provides the HCV program for much of the state, several cities and counties -Louisville and Lexington, in particular - have their own public housing agencies that administer the program locally. For a list of counties that KHC serves, please see the two options below:”

Kentucky Housing Corporation - Housing Choice Vouchers — checked . Publication date not stated.

KHC describes HCV as housing assistance that is not immediate emergency help.

“The HCV program does not provide immediate or emergency assistance for housing”

  2. KHC Section 8: check for an official opening first

As of , KHC's Housing Choice Voucher page said applications were not available. Check with the housing authority before relying on this. Use KHC's current notice and instructions before attempting to apply. KHC says it posts waiting-list announcements on its own channels.

“Applications are not currently available, and we do not have an estimate for when the list will reopen.”

Kentucky Housing Corporation - Housing Choice Vouchers — checked . Publication date not stated.

“When the waiting list is opened, KHC will have information listed on our website, Facebook page and Instagram.”

Kentucky Housing Corporation - FAQs — checked . Publication date not stated.

KHC distinguishes registration codes for existing applicants or tenants from applications to its waiting list.

“Registration codes are not for applying to our Waiting List, the registration codes would be for applicants or tenants already with our program.”

Kentucky Housing Corporation - FAQs — checked . Publication date not stated.
  3. Lexington: confirm the specific public-housing list or HCV list

LHA says public-housing applications are online when a list is open. It also describes staff help with online applications. As of , its HCV page said that list was closed; that statement does not describe every public-housing property. Check with the housing authority before relying on this.

“When the waiting list is open, applications are taken on-line at the Lexington Housing Authority’s (LHA’s) website – www.lexha.org.”

Lexington Housing Authority - Public Housing — checked . Publication date not stated.

“Applications for housing are taken online; applicants who need assistance with an online application may be assisted by LHA staff via phone or in person as necessary.”

Lexington Housing Authority - Home — checked . Publication date not stated.

“The LHA's HCV waiting list is currently closed.”

Lexington Housing Authority - Housing Choice Voucher Program — checked . Publication date not stated.
  4. Bowling Green public housing: prepare the application and appointment

HABG's General Housing instructions say to pick up or download the application, complete it, gather documents, and schedule an appointment. Confirm current intake, the correct application, and the documents for your chosen program directly with HABG.

“You may pick up a Declaration-Application package from our main office or download it below. Please print and complete the application and gather all required documents before scheduling an appointment with our Occupancy Specialist,”

Housing Authority of Bowling Green - How to Apply — checked . Publication date not stated.
  5. Keep your own contact plan and follow the agency's instructions

Suggested planning step: record the agency, the date you contacted it, the status you were told, and your next contact date in the local tracker. The tracker does not submit an application or update an agency's records. For KHC waiting-list status, KHC lists this contact on its FAQ page.

“Please email hcvwaitinglist@kyhousing.org to determine if you are on KHC’s waiting list.”

Kentucky Housing Corporation - FAQs — checked . Publication date not stated.

HABG lists the following for its General Public Housing application. This is an agency-specific example, not a universal requirement for KHC or every PHA. Ask your chosen agency which documents and application version it needs. Keep documents with you; nothing is uploaded here.
