Accessibility

We want No One Left Outside to work with a keyboard, a screen reader and a small screen. This page explains our goal, the limits of our checks and what still needs work as the site develops.

Our goal

Our goal is WCAG 2.2 AA, a set of rules for making websites easier to use.

Checked, not certified

No One Left Outside is checked, not certified. We have not established that the whole site meets WCAG 2.2 AA.

On October 7, 2026, we checked 40 selected public pages on a local review build, using simulated resource data. We ran axe and pa11y, checked keyboard navigation and sampled text contrast. The pages cover main help routes. They are not a traffic ranking.

The checked build is a dated snapshot. These results do not establish the state of the live site or later changes. The checks found issues; this was not a clean pass. Fixes need to be checked together before we can claim that those issues are resolved.

An automated check with no detected issue does not prove that a screen reader works. A check that needs human review remains open.

Known issues in the checked build

  • Some content is outside named page regions. The common-questions page repeats the main region. Urgent guidance on the mental-health-crisis page also has a role issue. These may make screen-reader navigation or announcements harder to follow.
  • The senior-support page repeats some element IDs. Automated checks also flagged filter forms without a submit button on the utility-shutoff and eviction-rent guides. Those filter warnings need further review; we have not proved that their keyboard tasks work.
  • Without JavaScript, the five-question planner and action-plan packet keep showing a loading message and have no main heading.
  • Some text over layered backgrounds could not be measured reliably. The solid-color text samples we measured had no observed contrast failure, but the unresolved samples still need review.

What still needs a human check

A human screen-reader review has not been run. We still need a tester to use NVDA on Windows and VoiceOver on iPhone and record the results.

We checked a few keyboard tasks in more detail, including the More menu, a simulated search result and planner answer removal. This does not cover every interaction. Native browser zoom, full form validation and all print layouts still need checks.

This review does not cover every device, browser or assistive technology. Downloads, agency forms and other websites need their own checks. Proposed plain-language changes are still under review and were not part of the checked build.
