When someone has lost everything, the last thing they need is a dead phone number or a program that closed two years ago. NOLO exists so that every listing shows where its information came from and when it was last checked — and says UNKNOWN instead of guessing.

NOLO was built out of frontline experience navigating fragmented housing, harm-reduction, public-benefit, and human-services systems in Louisville and the surrounding region — the work of sitting with someone while a phone number goes nowhere, a program turns out to have closed, or a form asks for a document nobody told them to bring. The design decisions on this site come from that, which is why UNKNOWN is a first-class answer here and why nothing is published without a source and a date.

No One Left Outside is an independent Kentucky public-benefit project founded and operated by Dustin Collins. It is currently in public beta and is not affiliated with the agencies or providers listed in the directory.

The public-benefit service is currently an unincorporated project. A separate Kentucky LLC exists for contracted data work and is not the charitable applicant. NOLO is not recognized as a 501(c)(3) and has no fiscal sponsor, so it does not represent contributions as tax-deductible.

NOLO announces funding relationships only once an award or contract is finalized; none has been finalized to date.

Human-service information is spread across agency sites, provider pages, forms, portals, and local practice. A directory can identify a possible provider; it usually cannot show what to gather, which official route owns the next decision, or what to try when that route fails.

NOLO connects those layers while keeping their evidence boundaries visible. It does not decide eligibility, reserve a service, submit a form, or replace an agency or qualified professional.

The Louisville-first pilot separates public guidance from evidence, verification state, corrections, and editorial review. That makes it possible to add Kentucky communities without pretending that one county’s provider rules or operating details apply everywhere.

Expansion means verifying local sources and relationships—not copying an unreviewed statewide list into a polished interface.

NOLO is not affiliated with, endorsed by, or speaking for any agency, provider, or partner organization. Listing a resource does not imply the resource endorses NOLO, and no partner marks appear on this site without documented permission.

This Public Beta is deliberately uneven. Some journeys include checked official destinations and related forms; others remain preparation guides while local routes are verified. Provider status also does not establish today's capacity or acceptance. Those gaps stay visible instead of being filled with assumptions.
