Your first action
Do this now
Choose the current housing state below. Pick every state that applies so each route stays separate.
Next: The housing-state selector and its ordered plan
On screen, choose every housing state that applies. Selected plans are included when you print.
Ask: Which housing state applies right now, and which other tracks need to stay open?
Not in Louisville? Outside Louisville: Any Door KY
In the 118 Balance of State counties, Kentucky Housing Corporation's Any Door KY lists the regional coordinated-entry contact. An assessment is not a waitlist and does not confirm a referral. Any Door KY does not cover Fayette County. In Fayette, use Lex End's Get Help page for Housing Triage access guidance; for immediate housing help call 211. Screening does not confirm eligibility, a referral, admission, vacancy or placement.
Situation: Separate a safe-place need now, keeping current housing, and longer housing work before choosing a route.
What you need to startUse what you have. Missing items do not block the first call.
Have ready if available
- A notice, deadline, application, or referral reference if one exists
- A safe contact method
- The current location or jurisdiction only when safe to share
- The next status question for the organization that controls the process
Missing something? Start with the selected housing state and ask what can be reviewed safely.
If the first route fails
The first housing route stalls: Keep the current housing track open and use a separately confirmed route or broad housing search.
Keep other housing tracks active unless their owner says they are closed or they are unsafe.

What remains uncertain: No One Left Outside does not confirm an opening, bed, voucher, list position, application acceptance, eligibility, placement, or timeline. The organization controlling each process must confirm its current state.

If the first route is closed or you cannot use it
A closed office, unanswered call, or unavailable device does not prove that you are denied or that a service is unavailable. This guide lists some options, not every possible route. If it is safe to do so, ask for another appropriate contact and keep the original task open.
The office or line is closed
Record what failed and when. Use a listed same-day alternative if one exists, and keep the original call or application as a separate follow-up.
See things that may help todayYou cannot use the phone or website
Check for another published channel or ask a trusted helper to open the route with you. Share only the minimum information needed. If no workable channel is listed, that gap remains unknown.
Check the official routesRelated resources can offer another path, but a listing does not confirm current hours, capacity, eligibility, or acceptance. Review related resources.
What this guide cannot promise
Day 1 does not publish verified waitlists, openings, voucher routes, application instructions, eligibility rules, or timelines.
How to read checked, listed, and unknown informationA listing can stay useful without being provider confirmed.
- Checked fact or route
- No One Left Outside matched the fact to the named source on the date shown. This is not proof of current availability or provider confirmation.
- Directory lead
- A listing that may still help remains visible with an honest status such as Possibly active or Needs verification.
- PROVIDER CONFIRMED
- Only named fields backed by linked first-party provider evidence, integrity checks, and attributed human approval may carry this state. No One Left Outside never infers it from a website, import, likely fit, or contact attempt.
- UNKNOWN / Needs verification
- No One Left Outside does not know the answer yet. Confirm it directly; this is not a claim that the resource or option does not exist.
Each step in full
The same steps as the plan above, with the instructions for each one.
Step 1Separate tonight from the housing search of 8
Private plan · nothing is sent
Do this
Decide whether you need shelter tonight, help keeping your home, or a longer housing search.
- For danger or a medical emergency, use the emergency contacts above immediately.
- In Louisville, try Coordinated Shelter Access at 502-637-2337 from 10 a.m. to 1 p.m.; its contact page says seven days a week. Ask whether today's intake is operating. Elsewhere or if it is unanswered, ask 211 for a county-specific shelter or outreach contact.
- With no working phone, ask a trusted helper or an accessible public-service desk to help make the intake call using only necessary information. Confirm the receiving service's intake location, eligibility and transport before travelling; this guide establishes no walk-in bed route.
Ways to get help for this step
- Coordinated Shelter Access (Louisville)Confirm intake
Louisville shelter-referral phone; contact page says seven days a week, 10 a.m. to 1 p.m. Confirm today's intake and a fallback.
- Kentucky 211 Shelter & Community Leads
Ask for a local public shelter or outreach referral and its current contact route. A referral does not reserve accommodation.
Limits and what to confirm
- Louisville referral only. Confirm today's intake and household/access requirements. A call, referral or listed office never confirms a bed or walk-in shelter admission.
- The undated-year notice does not establish current walk-in acceptance. Call the current public intake line first; if unanswered, ask 211 for another local contact. A reservation route does not establish a bed.
- 211 provides resource navigation and referrals only; it does not distribute direct financial aid.
- A bed, accessible space, family placement, or admission today is UNKNOWN until the receiving service confirms it.
Why this step is here
A voucher waitlist cannot supply tonight's shelter.

Step 2Protect housing you already have of 8
Private plan · nothing is sent
Do this
If you have arrears, a notice, or court papers, contact legal help while pursuing housing options.
- Keep the notice, lease, payment history, and any court date together.
- Use Kentucky Justice Online for your region's legal-aid route; in the Louisville service area, use Legal Aid Society's application.
Ways to get help for this step
- Legal Aid Society intake — Jefferson and 14 nearby counties
Jefferson and 14 nearby counties only. Ask whether your county and case fall within its service area and how to begin intake. Representation is not confirmed by applying.
- Kentucky Justice Online Legal Aid Finder

Limits and what to confirm
- The published seven-day nonpayment cure rule is URLTA-specific. Ask county-serving legal aid about your lease, notice, jurisdiction and actual court date; this guide does not calculate deadlines.
- Confirm Legal Aid Society's service area and intake for your case. Applying does not create an attorney-client relationship or stop a hearing.

Step 3Choose the right housing application of 8
Private plan · nothing is sent
Do this
Contact the public housing agency or housing provider that controls the program you want.
- For a voucher, use HUD's housing agency directory. Ask whether its list is accepting applications and how to apply.
- Ask separately about public housing, property-specific lists, and any existing referral; one application does not cover every route.
Move on when: you have a named program and its current application instructions.

- Louisville Metro Housing Authority (LMHA)

Ask that program for its document list and how to proceed with missing records.
- Gather the identity, household, and income records it requests; ask which alternatives it accepts.
- Keep copies and submission confirmations with you or your chosen helper, never in No One Left Outside.
Limits and what to confirm
- Many Public Housing Agency voucher waitlists are closed; open waitlists can take years.
- Required documents and accepted substitutes depend on the program and stage.

Private plan · nothing is sent
Do this
Arrange a mailing and phone contact route you can check while applications are pending.

- If your contact route fails, contact each active list directly instead of assuming another agency updates it.

For each referral, assessment, list, or application, record who controls it, the last confirmed status, the next check, and a fallback path.
- Record the confirmation, next check date, and person to contact if nothing arrives.

Step 7Set a safe way to be reached of 8
Private plan · nothing is sent
Do this
Decide how each organization contacts you, who owns the next action, and when to check back.
- Choose a contact method you can actually reach, and say so when you give it out.
- Name who owns the next action on each open item — you, a helper, or the organization.
- Write down when to check again, so a silent week is noticed rather than assumed.
Move on when: every open item has a contact route, a named owner, and a next check date.
Step 8Keep a copy of everything of 8
Private plan · nothing is sent
Do this
Keep a safe copy or reference number for each notice, submission, referral, and instruction.
- Record the date, the reference or confirmation number, and who you spoke to.
- Keep the record where you can resume from it if a route stalls or gives conflicting instructions.
- Note what was said, when, and through which channel, especially where instructions conflicted.
Move on when: the work could be picked up from the record without starting over.

Where Kentucky's tenant-protection law applies
Kentucky's tenant-protection law is not statewide. KRS 383.500 says the General Assembly "authorizes cities, counties and urban-county governments to enact the provisions of the Uniform Residential Landlord and Tenant Act as set forth in KRS 383.505 to 383.705," that "If adopted, these provisions shall be adopted in their entirety and without amendment," and that no other local ordinance may be enacted on the same subjects. In practice a jurisdiction either has the whole Act or has none of it, and the protections people commonly expect — deposit rules, notice-to-cure rights, repair remedies — depend on which. No One Left Outside has not verified which Kentucky cities and counties have adopted it, and does not publish a list. Ask Legal Aid Society or your city or county government whether the Act applies where you live before relying on any protection under it.

What to do when a step does not work
A closed office, a failed website or a “no” does not end the plan. Guidance written for this guide comes first. Where this guide has none, No One Left Outside’s general guidance is shown and labelled.
Show the seven situations, deadlines, county differences and what No One Left Outside does not know
If a document is missing
From this guide
- Missing: Housing notices, referrals, or list messages you already received
- Ask the sender for another copy and a plain explanation if the record is missing.
- Ask first whether these are accepted (not confirmed): A replacement notice or third-party record may help identify the process — ask the agency what it will review.
- Missing: Information a specific housing provider or agency requests
- Ask each provider or agency for its current list — and for a HUD-assisted programme, ask about the federal SSN documentation rule below.
- Officially accepted instead: An original document from a federal or state government agency showing your name, your Social Security number, and other identifying information.

- Try again later, or from another browser or device. Public libraries often have computers to use.

Deadlines
- If you received a notice or letter, the date on that notice controls. Keep it with you.
- Write down the date you received any decision or request for more information.
- No One Left Outside does not track individual deadlines and does not send reminders.
- Steps in this guide that mention a deadline: Follow each application through move-in.
County differences
- Offices, hours and local help can differ by county. Use the office that serves the county where the person lives.
- If you are not sure which office serves an address, ask the agency or Kentucky 211.
- Some routes in this guide are for Louisville or Jefferson County. Other counties may use different offices.
What No One Left Outside does not know
- A bed, accessible space, family placement, or admission today is UNKNOWN until the receiving service confirms it.
- The deadline and whether a legal program can represent you depend on your case.
- Open applications, eligibility, wait time, and local preferences are UNKNOWN here.
- Required documents and accepted substitutes depend on the program and stage.
- Your list status and each agency's next response date are UNKNOWN.
- A referral, waitlist position, or voucher does not confirm a unit, deposit assistance, or move-in date.
- Whether an office is open today, or how long the wait is
- Whether a program has openings right now
- Whether a particular person qualifies — only the agency or provider decides
Before you travelA final check of documents, opening hours, and the receiving contact.
Avoid a wasted trip
- 1.Recheck the location, hours, appointment rules, and current document instructions before leaving.
- 2.Keep originals and copies organized, and ask before handing over the only copy you have.
- 3.At the counter, explain what is missing and ask what replacement or workaround evidence can be reviewed.
- 4.Ask what was received, what is still missing, how status can be checked, and what happens if the normal route fails.
- 5.Keep a safe copy, receipt, confirmation, or reference number for anything you submit.
Ask before leaving the counter: “Is there anything else that could prevent this application from being approved today?”

Practitioner and helper guidance
Preparation ideas for the person and anyone helping
Write down the next action before ending the conversation.
A named next action is easier to resume than a general instruction to follow up.
Ask the agency what could stop the process before the person travels.
The agency can identify current requirements that No One Left Outside has not verified.
Separate documents, client statements, agency instructions, and unconfirmed assumptions in the record.
Clear labels let the next helper reuse what is known without turning an inference into a fact.
End each handoff with a named owner, safe contact method, next check date, and fallback.
A referral is easier to resume when responsibility and the failed-route response are visible.

Immediate safety, prevention, and longer housing processes
This comparison does not recommend one option.
Immediate safety
- Documents
- Requirements vary; ask the service directly.
- Cost
- Costs, if any, must be confirmed with the service.
- When it may matter
- When a safe place is needed now.
- When it may not
- It is not the same as a permanent housing placement.
Prevention or longer housing process
- Documents
- Each provider or agency sets its own current requirements.
- Cost
- Fees and deposits must be confirmed; No One Left Outside does not infer them.
- When it may matter
- When keeping current housing or pursuing a longer-term option.
- When it may not
- It may not answer an immediate safety need.
More than one path may be needed. None of these labels promises placement or list movement.

- 2.Ask how walk-ins are handled and whether arriving early changes the process.
- 3.Confirm the location, hours, and documents again on the day you plan to go.
- 4.Ask what safe contact method will be used for changes, cancellations, or follow-up.
- 5.Before ending, ask who to contact and what to do if the appointment or referral cannot proceed.
Scheduling links and phone numbers are pending verification.

At the office
- 1.Arrive early when practical, especially if you are walking in.

- 3.Ask whether the office uses text messages, callbacks, or another queue-notification system.
- 4.Ask whether you can leave briefly and return without losing your place.
- 5.Prepare for a potentially long day.
- 6.Write down the name or department that gave each instruction, the date, and the next action.
Bring for the wait
- A charger
- Water and snacks where permitted
- Medications you may need during the wait
