Your first action
Do this now
Confirm supervision requirements, reporting schedule, and any conditions attached to release before pursuing other needs.
Next: Supervision officer or release coordinator
Use the contact provided at release or on release paperwork.
Ask: Ask for the reporting schedule, conditions, permitted activities, and what to do if housing, employment, or contact requirements cannot be met immediately.
Not in Louisville? Outside Louisville: your probation or parole office
Goodwill's Reentry Center is in Louisville. Anywhere in Kentucky, your release papers and assigned officer control your first reporting instructions; if that contact cannot be found, Kentucky DOC's district directory lists probation and parole offices. Ask 211 for food and shelter routes in your county.
Situation: Recently released from jail or prison, or preparing to return to the community.
What you need to startUse what you have. Missing items do not block the first call.
Have ready if available
- Release papers and supervision instructions
- Any identification documents received at release
- Medications and prescriptions if applicable
- A safe contact method and mailing address
Missing something? Ask what can be reviewed; do not wait to call.
If the first route fails
If housing, food, or immediate support is not confirmed: Dial 211 and ask for reentry-specific resources, emergency shelter, and food assistance in your area.
If supervision applies, keep the officer informed of housing status — they may know of reentry-specific resources. If no supervision was assigned, proceed directly to 211 and reentry providers.
Universal preparation guidance · checked 2026-08-01 · Jurisdiction-neutral
What remains uncertain: Supervision conditions, housing eligibility with a record, benefit reinstatement, and employment restrictions must all be confirmed with the specific agency or provider.

If the first route is closed or you cannot use it
A closed office, unanswered call, or unavailable device does not prove that you are denied or that a service is unavailable. This guide lists some options, not every possible route. If it is safe to do so, ask for another appropriate contact and keep the original task open.
The office or line is closed
Record what failed and when. Use a listed same-day alternative if one exists, and keep the original call or application as a separate follow-up.
See things that may help todayYou cannot use the phone or website
Check for another published channel or ask a trusted helper to open the route with you. Share only the minimum information needed. If no workable channel is listed, that gap remains unknown.
Check the official routesRelated resources can offer another path, but a listing does not confirm current hours, capacity, eligibility, or acceptance. Review related resources.
What this guide cannot promise
Reviewed guidance only. Fees, timelines, eligibility, document substitutes, capacity, and provider practices are not published unless supported by a named source. Confirm current requirements directly.
How to read checked, listed, and unknown informationA listing can stay useful without being provider confirmed.
- Checked fact or route
- No One Left Outside matched the fact to the named source on the date shown. This is not proof of current availability or provider confirmation.
- Directory lead
- A listing that may still help remains visible with an honest status such as Possibly active or Needs verification.
- PROVIDER CONFIRMED
- Only named fields backed by linked first-party provider evidence, integrity checks, and attributed human approval may carry this state. No One Left Outside never infers it from a website, import, likely fit, or contact attempt.
- UNKNOWN / Needs verification
- No One Left Outside does not know the answer yet. Confirm it directly; this is not a claim that the resource or option does not exist.
Each step in full
The same steps as the plan above, with the instructions for each one.
Do firstProtect health and immediate safety
Private plan · nothing is sent
Do this
Address danger, urgent care, and overdose risk before administrative work.
- Use emergency help for a crisis. If opioids may be involved after a period without use, ask the release team, a pharmacy, or the local health department serving your county about naloxone and how to use it.
- Ask the prescriber about any medication gap before the next dose is due; do not change treatment based on this guide.
Ways to get help for this step
- 911 — immediate danger or a medical emergency
Overdose, immediate danger or a medical emergency, anywhere.
- Your local health department — Kentucky county directory
Ask the department serving your county what naloxone or harm-reduction supplies it offers and when. Supply is not confirmed here.
Limits and what to confirm
- Use the department serving your county; confirm the particular program, intake, documents, language/accessibility support and current hours directly.
- Medication supply, naloxone access at a specific site, and care arrangements are UNKNOWN until confirmed.
Why this step is here
Reduced tolerance after abstinence makes overdose prevention an immediate safety concern.

Do firstConfirm release and reporting instructions
Private plan · nothing is sent
Do this
Read the release papers and contact the named authority about any required reporting.
- Confirm the exact location, date, contact, and transport plan with the responsible officer or court.
- If papers are missing or instructions conflict, request a copy or clarification through the official district contact. Do not infer that no obligation exists.
Move on when: you have the controlling instruction or a prompt contact assigned to clarify it.
Ways to get help for this step
- Kentucky probation and parole district offices — statewide directory
Use when the assigned officer's contact is missing. Your release papers and officer control your instructions; the directory does not.

Step 1Confirm somewhere safe to stay of 5
Private plan · nothing is sent
Do this
Check the first-night destination and any approval your written release conditions require.
- Ask the receiving place to confirm acceptance and arrival instructions.
- Use 211 for shelter and local housing leads in any county if no place is confirmed; in Jefferson County, Coordinated Shelter Access handles shelter intake. A referral alone is not a placement.
Ways to get help for this step

Any county: ask for shelter and housing routes serving the county you are released to.

- 211 routes and informs. A referral does not reserve a bed, confirm transport or establish admission; confirm with the receiving service.
- Accommodation and any supervision approval remain UNKNOWN until each responsible party confirms them.

- Ask each destination what address and contact route it accepts.
- If using a shelter or post office for mail, confirm its acceptance and pickup rules first; do not assume every site offers General Delivery.

Private plan · nothing is sent
Do this
Compare the records you have with the current Kentucky ID checklist before paying or travelling.
- Use the Get an ID guide and ask a Regional Office about missing documents or a Homeless ID route.
- A corrections-issued card is not assumed to satisfy every identity requirement; ask the receiving office.
Limits and what to confirm

Step 5Request employment and reentry support of 5
Private plan · nothing is sent
Do this
Ask your Probation and Parole officer about a Reentry Employment Coordinator referral, if that route applies.
- Keep a record of which authority or provider gave each instruction, along with dates and reference numbers.
- If not under that supervision route, ask 211 for local reentry and employment leads.
- Confirm what help is offered, intake requirements, appointment details, and transportation directly.
- Choose a safe contact method, name who owns the next action, and write down when to check again.
- Keep a safe copy or reference number for each notice, submission, referral, and instruction so the work can resume without starting over.
Move on when: a Reentry Employment Coordinator referral or another named employment contact has a confirmed next action and check date, or you have recorded that no referral applies and which 211 lead you will try next.

Petitions are filed with an Office of Circuit Court Clerk; the court publishes contact details for all 120 counties.
Kentucky courts are required to provide a 24-hour access process for orders of protection in every county. The after-hours location or procedure can vary by county. Contact the local circuit court clerk, law enforcement, or a domestic-violence program to confirm the local process. The Kentucky Court of Justice also states that there are no fees or costs for filing a petition. Whether to seek an order is your decision, and an advocate can help you think it through.

If something is blocking you (6)What commonly stops people here, and what has worked around it.
If something is blocking you
The supervision or release office is closed when you need reporting instructions.
Things to try
- Check the release papers for the responsible officer or authority's instructions and any listed after-hours reporting channel. Follow those written instructions; do not assume a closed office changes a reporting requirement.
- Record the time, channel and result of each contact attempt. Ask the responsible authority to confirm the next step through a channel it lists; use qualified legal help if the requirement is unclear.
- 211 can help with separate food or housing needs. It does not receive a supervision report or excuse a missed requirement.
Several obligations and survival needs compete for the same day.
Things to try
- Write down fixed reporting or court instructions first, then add food, medication, shelter, phone, and transportation actions.
A criminal record may affect a program or application.
Things to try
- Ask the program for its current rule and use qualified legal help for advice about the record.
Release papers, identity records, or contact information are missing or inaccessible.
Things to try
- Ask the issuing authority or program how to obtain a correct copy, and keep fixed reporting obligations separate from document recovery work.
A phone number does not answer, or you do not have a working phone.
Things to try
- Dial 211 from any phone for the next place to call. 211 says every call is completely confidential.
- In a mental health or substance use crisis: call or text 988.
The normal route stalls, gives conflicting instructions, or cannot confirm the next step.
Things to try
- Record who said what, when, and through which channel.
- Ask what escalation or alternate channel exists, then keep a separate fallback route open.
Things that may help today
- If you are in immediate danger, or a medical or mental-health emergency is happening, use the Emergency help panel first — No One Left Outside does not monitor or dispatch help, and it is not a substitute for contacting your supervising officer where that is required.
- Ask the releasing or supervising organization which immediate reentry contacts it can confirm.
- Use separate searches for shelter, food, care, phone access, transportation, and employment rather than waiting on one program.

The Kentucky Court of Justice says a criminal record report — an expungement certification — must be filed with a petition to expunge a conviction, and that the cost for an expungement certification is $40. It publishes three routes: online through its certification site, in person at the Administrative Office of the Courts drive-thru window at 1001 Vandalay Drive, Frankfort, Monday through Friday (except state holidays) 8 a.m. to 4 p.m. EST, or by mail using form RU-009 with a $40 check. It names AOC form 496.3 for an application to vacate and expunge a felony conviction and AOC form 497.2 for a petition following acquittal, dismissal, or failure to indict, and states that Kentucky State Police reviews all convictions. Whether a specific record is eligible is the certification's purpose to determine — it is not something this page decides.

Practitioner and helper guidance
Preparation ideas for the person and anyone helping
Build a one-page reentry calendar from the person’s actual papers.
Dates and obligations should come from the responsible authority, not from general assumptions.
Do not quote expungement eligibility, waiting periods, or fee help from the research draft.
Those are legal and provider-specific claims requiring current verification.
Leave a source-labeled record that another navigator can resume.
Authority instructions, client statements, provider requirements, and unconfirmed leads have different weight and should not be flattened together.
Separate documents, client statements, agency instructions, and unconfirmed assumptions in the record.
Clear labels let the next helper reuse what is known without turning an inference into a fact.
End each handoff with a named owner, safe contact method, next check date, and fallback.
A referral is easier to resume when responsibility and the failed-route response are visible.

Appointment strategy
- 1.Ask whether an appointment is required before you travel.
- 2.Ask how walk-ins are handled and whether arriving early changes the process.
- 3.Confirm the location, hours, and documents again on the day you plan to go.
- 4.Ask what safe contact method will be used for changes, cancellations, or follow-up.
- 5.Before ending, ask who to contact and what to do if the appointment or referral cannot proceed.
Scheduling links and phone numbers are pending verification.

Day of the appointment or visit
At the office
- 1.Arrive early when practical, especially if you are walking in.
- 2.Ask for a realistic wait estimate.
- 3.Ask whether the office uses text messages, callbacks, or another queue-notification system.
- 4.Ask whether you can leave briefly and return without losing your place.
- 5.Prepare for a potentially long day.
- 6.Write down the name or department that gave each instruction, the date, and the next action.
Bring for the wait
- A charger
- Water and snacks where permitted
- Medications you may need during the wait
- All paperwork together in one folder
- Something to do while you wait

If something goes wrong
What to do when a step does not work
A closed office, a failed website or a “no” does not end the plan. Guidance written for this guide comes first. Where this guide has none, No One Left Outside’s general guidance is shown and labelled.

If a document is missing
From this guide
- Release papers, identity records, or contact information are missing or inaccessible.
- Ask the issuing authority or program how to obtain a correct copy, and keep fixed reporting obligations separate from document recovery work.
- Missing: Release, court, or supervision papers
- Contact the issuing authority through verified information and ask how to obtain a correct copy.
- Ask first whether these are accepted (not confirmed): Ask the responsible authority whether an institutional record can be reviewed while a copy is requested.
- Missing: Identity and benefit records
- Use the Lost Wallet and Get an ID journeys to inventory missing records and ask each receiving organization what it accepts.
- Ask first whether these are accepted (not confirmed): Ask each program whether release or other institutional records can begin its review; acceptance is unverified.

If the office is closed
From this guide
- The supervision or release office is closed when you need reporting instructions.

- Try again later, or from another browser or device. Public libraries often have computers to use.

Avoid a wasted trip
- 1.Recheck the location, hours, appointment rules, and current document instructions before leaving.
- 2.Keep originals and copies organized, and ask before handing over the only copy you have.
- 3.At the counter, explain what is missing and ask what replacement or workaround evidence can be reviewed.
- 4.Ask what was received, what is still missing, how status can be checked, and what happens if the normal route fails.
- 5.Keep a safe copy, receipt, confirmation, or reference number for anything you submit.
Ask before leaving the counter: “Is there anything else that could prevent this application from being approved today?”
