Your first action

Do this now

Call Kentucky 211 and give your county or ZIP code to ask for local pantry or meal leads. Confirm the receiving site's hours, service area, access rules, and food stock before traveling.

Next: Kentucky 211 — local food navigation

Ask: Ask the program about current hours, address, what to bring, and whether a referral is needed before traveling.

Not in Louisville? Outside Louisville: Kentucky 211 and expedited SNAP

The Louisville food locator only lists Louisville sites. No One Left Outside has no verified pantry locator for the rest of Kentucky yet — ask 211 which pantry or meal site serves your county today. A SNAP application can be filed from any county; ask whether expedited processing applies.

Situation: Food has run out or will run out soon. You can look for a pantry or meal now and apply for SNAP at the same time.

What you need to startUse what you have. Missing items do not block the first call.

Have ready if available

  • Photo ID if the program requires it
  • Proof of address if the program requires it
  • Number of people in the household
  • Any dietary or allergy considerations

Missing something? Ask what can be reviewed; do not wait to call.

If the first route fails

If a benefit program may help — now or within days: Apply for SNAP at kynect.ky.gov or call 855-306-8959 to ask about expedited review. An interview is still required; expedited processing is the agency's determination.

Keep searching for immediate food while a SNAP decision is pending.

What remains uncertain: Pantry hours, current inventory, service areas, and SNAP eligibility and timelines are the program's and agency's determinations. Confirm before traveling.

If the first route is closed or you cannot use it

A closed office, unanswered call, or unavailable device does not prove that you are denied or that a service is unavailable. This guide lists some options, not every possible route. If it is safe to do so, ask for another appropriate contact and keep the original task open.

The office or line is closed

Record what failed and when. Use a listed same-day alternative if one exists, and keep the original call or application as a separate follow-up.

You cannot use the phone or website

Check for another published channel or ask a trusted helper to open the route with you. Share only the minimum information needed. If no workable channel is listed, that gap remains unknown.

Each step in full

The same steps as the plan above, with the instructions for each one.

  1. Do firstGet food for today first

Private plan · nothing is sent

    Do this

If you need food now, seek a meal or pantry while benefits work proceeds separately.

    • Ask 211 for local food options; call the receiving site before travelling.
    • For a medical emergency, use emergency help instead of waiting for a pantry or benefits decision.

    Where authoritative sources disagree

TEFAP Emergency Commodity ID Requirements vs Federal Self-Declaration Rule

    • USDA Food and Nutrition Service (7 CFR § 251.10(b)): Federal regulations prohibit pantries distributing TEFAP food from requiring government photo ID, Social Security numbers, or documentary proof of income; self-declaration of need is legally sufficient.
    • Local Independent Food Pantry Practices: Some local volunteer-run pantries impose internal policies requiring photo identification, proof of address, or household mail.

Practical consequence: A household without a photo ID or permanent address may be improperly turned away from receiving emergency food commodities.

Safer action: If a pantry asks for a photo ID you do not have, ask for TEFAP emergency food under the federal self-declaration policy, or call Dare to Care at (502) 966-3821 for an ID-barrier-free site.

Documents and recovery questions

Anything marked “confirmed” below has a named source and a check date. Everything else is a question worth asking, not a rule — ask before relying on it.

Household and address information, if requested

A pantry or benefits route may ask different household or service-area questions.

If it is missing

Ask the specific resource what is required before traveling; do not assume a universal rule.

Possibilities to ask about

  • Ask what information can be used for an initial visit or screening.

Official details not yet verified — ask the agency for current instructions · checked 2026-08-01 · Kentucky

Benefit information, if available

An ongoing benefits conversation may ask about current coverage or case status.

If it is missing

Ask the responsible agency how to recover case information or continue without the card.

The route No One Left Outside checked

Kentucky publishes a separate around-the-clock number for the benefit card itself: "If your EBT card is lost, stolen or damaged, call 1-888-979-9949 to report it." The Cabinet lists that number as available 24 hours a day, seven days a week — unlike the SNAP application line on 855-306-8959, which is not. Report a lost or stolen card to that number rather than waiting for an office to open. Replacing a card is not the same as replacing benefits already spent from it, and No One Left Outside has not verified Kentucky's rules on replacing stolen or lost benefits — ask DCBS about that separately.

What rent, mortgage, and utilities cost each month

Kentucky publishes one of its two faster-SNAP conditions as rent or mortgage and utilities costing more than the household's gross monthly income. Knowing both figures before the call is what makes that condition checkable.

If it is missing

Approximate from a lease, a rent receipt, or recent utility bills, and tell DCBS which figures are estimates.

The route No One Left Outside checked

Tell DCBS at filing that food may run out and ask for current expedited-service screening. If something is blocking you (6)What commonly stops people here, and what has worked around it.

If something is blocking you

Hours, inventory, service area, or household rules are unclear.

Things to try

  • Call or use a current official locator before traveling and keep a backup option.

Transportation, mobility, cooking, storage, or dietary needs make the result unusable.

Things to try

  • State the constraint directly and search transportation or community support in parallel.

There is no identification, or no address to give.

Things to try

  • Ask the specific pantry what it requires — requirements are set site by site, and No One Left Outside has not verified any site's rule.
  • For the benefits side, ask DCBS what it accepts when documents are gone rather than assuming an application cannot start.
  • If the problem is having nowhere for post to arrive, USPS publishes General Delivery for people not permanently located — though it can require identification too.

The household is hard to describe — people come and go, or meals are shared unevenly.

Things to try

  • Ask DCBS how it defines a household for this case rather than guessing, because the answer changes the application.
  • Describe the actual arrangement plainly instead of fitting it to a form; a caseworker can only work with what they are told.

The benefits themselves are gone, not just the card.

Things to try

  • Report the card on 1-888-979-9949 first, because that stops further loss and is published as answering 24 hours a day.
  • Then ask DCBS separately what can be done about benefits already taken — No One Left Outside has not verified Kentucky's replacement rules and will not guess at them.

The normal route stalls, gives conflicting instructions, or cannot confirm the next step.

Things to try

  • Record who said what, when, and through which channel.
  • Ask what escalation or alternate channel exists, then keep a separate fallback route open.

Dare to Care, the regional food bank, publishes an interactive locator: enter an address or ZIP code, pick when you can go, and choose the kind of resource. Its listings cover Kentucky and southern Indiana sites. Two things on that page matter more than the map — published hours are narrow and differ by site (single blocks such as 10 a.m. to 1 p.m. on one weekday), and at least one listed pantry serves only a single ZIP code. Check the hours and any service-area rule for the specific site before traveling. The locator does not establish that a site is open today or has food in stock.

The Postal Service publishes General Delivery as a way to receive mail without a permanent address. Its FAQ states: "General Delivery is a mail service for those without a permanent address, often used as a temporary mailing address." The Domestic Mail Manual sets the rules. Section 508.6.1 states general delivery "is intended primarily as a temporary means of delivery: For transients and customers not permanently located" and for customers wanting Post Office box service when boxes are unavailable. Section 508.6.3 states a "general delivery customer can be required to present suitable identification before mail is given to the customer," and that "Prior to mailing, customers should contact the destination Post Office to determine the authorized facility or facilities and their applicable ZIP Code(s)." Section 508.6.2 states general delivery is normally available at only one facility per Post Office, that "A customer may use only one such location," and that a postmaster may refuse or restrict it "To a customer who is unable to present suitable identification" or where mail volume or accumulation cannot reasonably be accommodated. Section 508.6.4 states "Each general delivery mailpiece is held for no more than 30 days, although a shorter time period may be requested by the sender." Two consequences worth planning around: identification can be required, so this may not solve an address problem for someone who is also missing ID; and a notice with a deadline further out than 30 days can be returned to the sender before it is collected. Call the specific Post Office first — which facility offers it, and what identification that postmaster accepts, are decided locally.

  • Kentucky protective order

Filing a petition for an emergency protective order, if someone is hurting you or threatening you.

How protective orders work (Kentucky Court of Justice)

Petitions are filed with an Office of Circuit Court Clerk; the court publishes contact details for all 120 counties.

Kentucky courts are required to provide a 24-hour access process for orders of protection in every county. The after-hours location or procedure can vary by county. Contact the local circuit court clerk, law enforcement, or a domestic-violence program to confirm the local process. The Kentucky Court of Justice also states that there are no fees or costs for filing a petition. Whether to seek an order is your decision, and an advocate can help you think it through.

Things that may help today

  • Use emergency meal or community-support searches while benefit questions are pending.
  • Ask a current food-access contact for another confirmed option if the first cannot serve the household.
  • If a child, older adult, or someone with a medical condition is going without food, say that explicitly on every call — it is information the person answering can act on.

If something goes wrong

What to do when a step does not work

A closed office, a failed website or a “no” does not end the plan. Guidance written for this guide comes first. Where this guide has none, No One Left Outside’s general guidance is shown and labelled.

Show the seven situations, deadlines, county differences and what No One Left Outside does not know
If a document is missing

From this guide

  • There is no identification, or no address to give.
  • Missing: Household and address information, if requested
    • Ask the specific resource what is required before traveling; do not assume a universal rule.
    • Ask first whether these are accepted (not confirmed): Ask what information can be used for an initial visit or screening.
  • Missing: Benefit information, if available
    • Ask the responsible agency how to recover case information or continue without the card.
    • Ask first whether these are accepted (not confirmed): Ask what record or account information the official system accepts.
  • Missing: What rent, mortgage, and utilities cost each month
    • Approximate from a lease, a rent receipt, or recent utility bills, and tell DCBS which figures are estimates.
    • Ask first whether these are accepted (not confirmed): Ask DCBS how a household states housing and utility costs when no paperwork survives.

If the office is closed

From this guide

  • Nothing is open, or the trip is not possible today
    • Call Kentucky 211, which answers 24 hours a day, and say plainly that there is no food today and how many people that affects.
    • Ask about meal programmes specifically, which run on different schedules from pantries.
    • Ask what opens tomorrow and at what time, so the morning does not start from nothing.
  • Hours, inventory, service area, or household rules are unclear.
    • Call or use a current official locator before traveling and keep a backup option.

If the website or portal fails

No One Left Outside general guidance — not specific to this guide and not an official rule

  • Write down or take a picture of the error message and the time.
  • Try again later, or from another browser or device. Public libraries often have computers to use.
  • Ask the agency whether you can do the same step by phone, on paper or in person instead.

If the phone is disconnected or nobody answers

From this guide

  • The food exists but this household cannot reach it
    • Ask the site whether anyone else can collect on the household's behalf, and what that person would need to bring.
    • Ask 211 and the site whether any delivery or home-bound programme exists — No One Left Outside has not verified that any does.
    • Work the transportation guide in parallel rather than treating this as a food problem only.
  • The application is in and nothing has happened
    • Kentucky publishes that after filing "you will receive a notice within 30 days" — ask what date the case shows as received, because that is the clock that matters.
    • Ask whether the interview has happened and, if not, what number they have been calling.
    • Ask what is outstanding and whether anything can be provided by phone today.
  • The agency cannot reach this household by phone
    • Record the source, date, contact channel, reference number, and exact response.
    • Fix the contact details on the case before chasing the decision — an unreachable applicant cannot complete an interview.
    • Set a named owner and next check for each route that stays open.
  • The replacement card has not arrived
    • Call 1-888-979-9949 and ask what date it was issued and to what address.
    • Ask DCBS separately whether the address on the case is the one the card went to.
    • Keep using pantry and meal routes for the gap rather than waiting.

If the request is denied

No One Left Outside general guidance — not specific to this guide and not an official rule

  • Ask for the decision in writing, with the reason and how to ask for a review.
  • Write down the date you got the decision; review deadlines can be short.
  • A denial for one program does not decide others. Ask where else to try.

Before you travelA final check of documents, opening hours, and the receiving contact.

Avoid a wasted trip

  1. 1.Recheck the location, hours, appointment rules, and current document instructions before leaving.
  2. 2.Keep originals and copies organized, and ask before handing over the only copy you have.
  3. 3.At the counter, explain what is missing and ask what replacement or workaround evidence can be reviewed.
  4. 4.Ask what was received, what is still missing, how status can be checked, and what happens if the normal route fails.
  5. 5.Keep a safe copy, receipt, confirmation, or reference number for anything you submit.

Ask before leaving the counter: “Is there anything else that could prevent this application from being approved today?”

Practitioner and helper guidance

Preparation ideas for the person and anyone helping
  • Confirm the resource on the day of referral.

Food hours, inventory, service areas, and household rules can change.

  • Treat transportation and food-storage constraints as part of access.

A referral is not actionable when the person cannot reach or safely use it.

  • Check the two expedited conditions with the household before the SNAP call, not after.

Kentucky publishes them as rent or mortgage and utilities exceeding gross monthly income, or gross monthly income under $150 with resources of $100 or less. Both are things the household knows and the caseworker does not, and the difference is a decision in days rather than a notice in thirty.

  • Keep the card problem and the benefits problem separate.

The card line is published as answering 24 hours a day; the application line is not. Replacing a card does not replace benefits already spent from it, and Kentucky's rules on the second are unverified.

  • Ask what address the benefits case holds before assuming a notice was ignored.

Most benefit interruptions after a move are unanswered notices rather than decisions, and the notice went somewhere.

  • Separate documents, client statements, agency instructions, and unconfirmed assumptions in the record.

Clear labels let the next helper reuse what is known without turning an inference into a fact.

  • End each handoff with a named owner, safe contact method, next check date, and fallback.

A referral is easier to resume when responsibility and the failed-route response are visible.

Appointment strategy

  1. 1.Ask whether an appointment is required before you travel.
  2. 2.Ask how walk-ins are handled and whether arriving early changes the process.
  3. 3.Confirm the location, hours, and documents again on the day you plan to go.
  4. 4.Ask what safe contact method will be used for changes, cancellations, or follow-up.
  5. 5.Before ending, ask who to contact and what to do if the appointment or referral cannot proceed.

Scheduling links and phone numbers are pending verification.

Day of the appointment or visit

At the office

  1. 1.Arrive early when practical, especially if you are walking in.
  2. 2.Ask for a realistic wait estimate.
  3. 3.Ask whether the office uses text messages, callbacks, or another queue-notification system.
  4. 4.Ask whether you can leave briefly and return without losing your place.
  5. 5.Prepare for a potentially long day.
  6. 6.Write down the name or department that gave each instruction, the date, and the next action.

Bring for the wait

  • A charger
  • Water and snacks where permitted
  • Medications you may need during the wait
  • All paperwork together in one folder
  • Something to do while you wait
  • A safe way to take notes and store confirmation or reference numbers

Journey definition needs-review; checked 2026-08-01. Next review due 2026-11-05. Kentucky's expedited-SNAP conditions, interview requirement, application channels, benefit start date, after-hours dating rule, 30-day notice, and the 24-hour EBT card line are verified against CHFS (checked 2026-08-06). The Dare to Care locator and its narrow, site-specific hours are verified against Dare to Care (2026-08-05). Deliberately unverified and published as questions: the federal seven-day expedited standard (eCFR redirects automated requests and fns.usda.gov refused connection), Kentucky's rules for replacing lost or stolen benefits, and disaster SNAP. Louisville provider practice remains unverified throughout: no individual pantry's identification, household, or service-area rule has been checked, and no question of stock, hours, delivery, proxy pickup, or capacity at a specific Louisville site is established here.

Model-assisted research is planning input only, and a person writes and reviews every published block. No One Left Outside operating doctrine and reviewed SOP or manual material inform only jurisdiction-neutral preparation prompts, not agency rules or provider practices. Supported official facts require a named dated source; conditional claims remain questions to confirm; inferred workflow is nonbinding preparation guidance; case-manager recommendations are labeled practice guidance; Kentucky rules and Louisville provider practices remain pending where identified.
