Start with your utility and the Community Action agency for your county. Ask what can prevent disconnection and what needs to happen before the date on your notice.

Before the shutoff date: printable checklist

Use these prompts when contacting your utility or agency. Confirm the current rules and any agreement for your account.

  1. 1. Read your notice. Write down the shutoff date and the utility’s contact number on paper.
  2. 2. Contact the utility before that date. Ask what payment arrangement or assistance could prevent disconnection, and ask for written confirmation of any agreement.
  3. 3. Contact the Community Action agency for your county. Ask about the current LIHEAP Subsidy or Crisis notice, appointment and documents.
  4. 4. Have your latest bill and shutoff/past-due notice ready. Ask the agency for its current document list and secure way to provide it.
  5. 5. If loss of service may worsen an illness, ask a physician, registered nurse or public health officer about a written medical certificate. Ask the utility where to deliver it and confirm receipt. Check PSC jurisdiction.
  6. 6. For water or sewer bills, ask your provider about its payment arrangements and assistance. Use the Louisville Water/MSD or Kentucky American Water options only for the matching account.
  7. 7. Keep copies and a paper note of contacts and agreements. Ask the utility to confirm whether the shutoff is postponed; an assistance inquiry alone is not confirmation.

PSC medical-certificate shutoff protection

Check that PSC rules apply to your utility. The text below is quoted from the LRC regulation, with its conditions; ask the utility or PSC about the process for your account.

Check PSC jurisdiction

Ask PSC whether its rules cover your utility. Its page distinguishes jurisdictional utilities from municipal and TVA service; do not assume every Kentucky account is covered.
