Start here
Your first action
Do this now
Get the account facts from the notice or bill, then contact the utility directly.
Next: The utility that controls this account
Use the number on the current bill or the utility’s official website.
Ask: Ask for the current account status, stated action date, account-specific options, and a reference number.
Situation: Service is scheduled for shutoff, may stop soon, or is already disconnected.
What you need to startUse what you have. Missing items do not block the first call.
Have ready if available
- Current bill or shutoff notice
- Service address and account number
- Stated balance and action date
- Health or safety information, if relevant
Missing something? Ask what can be reviewed; do not wait to call.
If the first route fails
If the utility cannot resolve the account or outside help is still needed: In Kentucky, dial 211 and ask for current local utility-assistance routes.
Keep the primary route open while you try this backup.

What remains uncertain: Only the utility can confirm a hold, payment arrangement, disconnection, or reconnection for this account. Outside assistance does not confirm that account action will change.

How to read checked, listed, and unknown informationA listing can stay useful without being provider confirmed.
- Checked fact or route
- NOLO matched the fact to the named source on the date shown. This is not proof of current availability or provider confirmation.
- Directory lead
- A listing that may still help remains visible with an honest status such as Possibly active or Needs verification.
- PROVIDER CONFIRMED
- Only named fields backed by linked first-party provider evidence, integrity checks, and attributed human approval may carry this state. NOLO never infers it from a website, import, likely fit, or contact attempt.
- UNKNOWN / Needs verification
- NOLO does not know the answer yet. Confirm it directly; this is not a claim that the resource or option does not exist.
Each step in full
The same steps as the plan above, with the instructions for each one.
Do firstProtect health if service is unsafe
Do this
If losing power, water, heating, or cooling creates immediate danger, get emergency help and a safer temporary plan.
- Tell the utility and healthcare team about equipment, medicine storage, or other urgent needs.
- Ask about medical protections while arranging safety; a certificate request is not confirmation that service will stay on.
Why this step is here
Health and safety come before payment paperwork.
What was checked, and what is still unknown (1)
- Residential customers of regulated Kentucky utilities can dispute termination, negotiate partial payments, and ask about conditional medical-certificate and seasonal Certificate of Need protections.Kentucky Public Service Commission — Customer Bill Of Rights. Read on 2026-09-07.
Still unknown
- Coverage by a protection, safe temporary accommodation, and continued service are UNKNOWN for this account.
Step 1Check conditional service protections of 4
Do this
Ask the utility and Community Action Agency which medical or seasonal protection applies to this account.
- Ask who must issue the certificate and how to deliver it; record when the utility acknowledges it.
- If a regulated utility dispute remains unresolved, use the PSC complaint route linked in its Customer Bill of Rights.

Still unknown
- A diagnosis, age, or assistance application alone does not establish a protection or erase the debt.
Step 2Read the account and shutoff notice of 4
Do this
Find the provider, account, balance, service status, and stated action date on the actual bill or notice.
- Use the contact on an independently verified utility website or bill, not an unsolicited payment message.
- Ask whether the utility is PSC-regulated; protections for regulated utilities cannot be assumed for every provider.
Move on when: you know which account and action need a response.

- The account status, jurisdiction, and applicable notice rule need direct confirmation.
Step 3Ask the utility for an account plan of 4
Do this
Request a payment arrangement, dispute review, or reconnection instructions directly from the utility.
- Ask what payment or documentation is required and whether a shutoff is actually paused.
- For a regulated utility, ask about PSC protections and seasonal assistance; obtain the arrangement and next date in writing.

- A payment plan, pause, reconnection fee, and restoration time are UNKNOWN until confirmed.
Step 4Verify payment and service status of 4
Do this
Confirm that the utility received any payment or assistance and what happens next.
- Keep the bill or notice, payment receipt, assistance confirmation, and utility instructions together so conflicting status can be traced.
- Keep both the program's confirmation and the utility's account response.
- If service remains off, ask for the remaining condition and maintain the safety fallback.
- Choose a safe contact method, name who owns the next action, and write down when to check again.
- Keep a safe copy or reference number for each notice, submission, referral, and instruction so the work can resume without starting over.
Move on when: service status, remaining balance, and the next check are confirmed or assigned for follow-up.

If something is blocking you
The utility and assistance program give different instructions.
Things to try
- Record both instructions and ask each party what confirmation must be shared with the other.
Funding or an appointment is not currently confirmed.
Things to try
- Keep the provider conversation and immediate safety plan active while searching additional categories.
The main assistance program is not open right now.
Things to try
- Kentucky's Cabinet publishes that LIHEAP's heating Subsidy component operates in November and December and its Crisis component from early January until the middle of March or until funds are expended. Outside those windows that specific door is shut, however urgent the notice is.
- Ask Kentucky 211 and the local Community Action Agency what is currently taking applications rather than assuming LIHEAP is the only route.
- Ask the utility separately what it can do on the account itself — a payment arrangement is not conditional on any programme being open.
A payment or assistance pledge was sent but is not reflected on the account.
Things to try
- Use verified contact information, provide the transaction or confirmation reference, and ask the utility what it can trace and what the account status is now.
The normal route stalls, gives conflicting instructions, or cannot confirm the next step.
Things to try
- Record who said what, when, and through which channel.
- Ask what escalation or alternate channel exists, then keep a separate fallback route open.

Kentucky regulation 807 KAR 5:006 sets notice and delay rules for utilities the Public Service Commission regulates. Section 15 says an electric or gas utility must give ten days' written notice before terminating for nonpayment, and may not terminate before twenty-seven days after the original unpaid bill was mailed; for water, sewer, or telephone the periods are five days and twenty days. Section 15 also says service shall not be terminated for thirty days beyond the termination date if a physician, registered nurse, or public health officer certifies in writing that termination will aggravate a debilitating illness. Section 16 sets a November 1 through March 31 reconnection path for a customer who presents a certificate of need from the Cabinet for Health and Family Services, pays one-third of the outstanding bill or $200 (whichever is less), and agrees to a repayment schedule ending no later than October 15. Confirm with the provider that it is PSC-regulated — municipal utilities and some water districts are not — and ask what it currently requires.

The Kentucky Cabinet for Health and Family Services publishes that LIHEAP is federally funded, that the Cabinet contracts with Community Action Agencies to receive applications and provide benefits, and that the home heating programme "has two main components: Subsidy and Crisis," and that a third summer cooling component is offered when funding allows. It states the subsidy component "operates in November and December" for residents at or below 130 percent of the federal poverty level, and that the crisis component "operates from early January until the middle of March or until all funds are expended." For crisis, the Cabinet publishes that a household must meet those criteria and be in a crisis situation involving imminent loss of heating energy — stating applicants must provide a utility disconnect notice — or have four or fewer days of fuel oil, propane, kerosene, wood or coal available, or have received an eviction notice citing unpaid rent where heating is an undesignated portion of the rent. It publishes a liquid-resource limit of $2,000, rising to $4,000 where a household member has a catastrophic illness and the assets are used for medical and living expenses, and states that households at or above 75 percent of the poverty level must pay a co-payment of the minimum amount necessary to alleviate the crisis. Which component is open today, whether funds remain, and whether a household qualifies are the Cabinet's and the local Community Action Agency's to answer.

Louisville Metro publishes that its Office of Social Services administers LIHEAP for Jefferson County as the Louisville Metro Community Action Agency, and that appointments are scheduled through an automated system at (502) 991-8391 or louisvilleky.cascheduler.com, which it describes as available 24 hours a day, seven days a week. As checked on 5 August 2026 it published a Summer Subsidy enrollment window of August 3 to September 11, 2026, "or until designated funds are depleted, on a first-come, first-serve basis," for Jefferson County residents within 150% of the Federal Poverty Guidelines who are responsible for home energy costs or pay them as an undesignated portion of rent. It states no application is needed in advance because intake is conducted with a LIHEAP worker at the appointment, and that assistance received during previous LIHEAP components does not affect eligibility. It lists required documents: proof of residence, proof of Social Security number or Permanent Resident card for each household member, proof of the preceding month's income for everyone in the household, the most current electric bill or a landlord statement, and the account number and name for heating fuel and electric. That enrollment window is dated and closes — confirm which component is currently taking applications before making the trip. NOLO could not fetch louisvilleky.gov directly; it returns 403 to an automated request.

Practitioner and helper guidance
Preparation ideas for the person and anyone helping
Keep the utility account conversation separate from each funding application.
A referral or application does not confirm that the utility will delay action or reconnect service.
Ask early whether the provider is PSC-regulated, then ask about the written medical certification in 807 KAR 5:006 §15(2)(c).
For a PSC-regulated utility, a written certification from a physician, registered nurse, or public health officer that termination will aggravate a debilitating illness delays termination thirty days. That is a rule, not a favor — but it does not apply to municipal utilities and some water districts, and the utility decides what it accepts as certification.
Between November 1 and March 31, ask about the certificate of need reconnection path before assuming reconnection is out of reach.
807 KAR 5:006 §16 sets a winter reconnection path for a customer who presents a certificate of need from the Cabinet for Health and Family Services, pays one-third of the balance or $200 (whichever is less), and agrees to a repayment schedule ending no later than October 15. Most people are never told it exists.
Reconcile the utility account, payment source, and assistance program as separate records.
A payment being sent does not prove it was received, credited, or sufficient to change account action.
Separate documents, client statements, agency instructions, and unconfirmed assumptions in the record.
Clear labels let the next helper reuse what is known without turning an inference into a fact.
End each handoff with a named owner, safe contact method, next check date, and fallback.
A referral is easier to resume when responsibility and the failed-route response are visible.
