Start here

Your first action

Do this now

Contact your utility using the number on your current bill or its official website. Have the bill or shutoff notice ready.

Next: The utility that controls this account

Use the number on the current bill or the utility’s official website.

Ask: Ask for the current account status, stated action date, account-specific options, and a reference number.

Situation: Service is scheduled for shutoff, may stop soon, or is already disconnected.

What you need to startUse what you have. Missing items do not block the first call.

Have ready if available

  • Current bill or shutoff notice
  • Service address and account number
  • Stated balance and action date
  • Health or safety information, if relevant

Missing something? Ask what can be reviewed; do not wait to call.

If the first route fails

If the utility cannot resolve the account or outside help is still needed: In Kentucky, dial 211 and ask for current local utility-assistance routes.

Keep the primary route open while you try this backup.

Last checked 2026-08-08 · Kentucky · official source: Kentucky 211

What remains uncertain: Only the utility can confirm a hold, payment arrangement, disconnection, or reconnection for this account. Outside assistance does not confirm that account action will change.

If the first route is closed or you cannot use it

A closed office, unanswered call, or unavailable device does not prove that you are denied or that a service is unavailable. This guide lists some options, not every possible route. If it is safe to do so, ask for another appropriate contact and keep the original task open.

The office or line is closed

Record what failed and when. Use a listed same-day alternative if one exists, and keep the original call or application as a separate follow-up.

See things that may help today

You cannot use the phone or website

Check for another published channel or ask a trusted helper to open the route with you. Share only the minimum information needed. If no workable channel is listed, that gap remains unknown.

Check the official routes

Related resources can offer another path, but a listing does not confirm current hours, capacity, eligibility, or acceptance. Review related resources.

What this guide cannot promise

Reviewed guidance only. Fees, timelines, eligibility, document substitutes, capacity, and provider practices are not published unless supported by a named source. Confirm current requirements directly.

How to read checked, listed, and unknown informationA listing can stay useful without being provider confirmed.
Checked fact or route
No One Left Outside matched the fact to the named source on the date shown. This is not proof of current availability or provider confirmation.
Directory lead
A listing that may still help remains visible with an honest status such as Possibly active or Needs verification.
PROVIDER CONFIRMED
Only named fields backed by linked first-party provider evidence, integrity checks, and attributed human approval may carry this state. No One Left Outside never infers it from a website, import, likely fit, or contact attempt.
UNKNOWN / Needs verification
No One Left Outside does not know the answer yet. Confirm it directly; this is not a claim that the resource or option does not exist.

Each step in full

The same steps as the plan above, with the instructions for each one.

  1. Do firstProtect health if service is unsafe

Private plan · nothing is sent

    Do this

If losing power, water, heating, or cooling creates immediate danger, get emergency help and a safer temporary plan.

    • Tell the utility and healthcare team about equipment, medicine storage, or other urgent needs.
    • Ask about medical protections while arranging safety; a certificate request is not confirmation that service will stay on.

Ways to get help for this step

    • Emergency Dispatch (Life Safety)

Immediate emergency assistance if loss of electricity or water causes life-threatening medical danger.

    Limits and what to confirm

    • Binds only investor-owned utilities and water districts under PSC jurisdiction; municipal utilities set local board rules.
    • Coverage by a protection, safe temporary accommodation, and continued service are UNKNOWN for this account.
    Why this step is here

Health and safety come before payment paperwork.

  2. Step 1Read notice and confirm provider type of 6

Private plan · nothing is sent

    Do this

Find the provider, account, balance, service status, and stated action date on the actual bill or notice.

    • Use the contact on an independently verified utility website or bill, not an unsolicited payment message.
    • Check whether your provider is PSC-regulated (e.g. LG&E, KU, Columbia Gas) or a municipal utility exempt from PSC rules.

Move on when: you know which account and action need a response.

It identifies the account, provider, balance, and stated next action.

If it is missing

Request a current copy from the utility using verified contact information or an accessible account method.

Possibilities to ask about

Income or hardship information requested by a program

Assistance programs set their own current review requirements.

If it is missing

Possibilities to ask about

  • Ask whether another benefit, employer, or institutional record can be reviewed; acceptance is unverified.

If something is blocking you (5)What commonly stops people here, and what has worked around it.

If something is blocking you

The utility and assistance program give different instructions.

Things to try

  • Record both instructions and ask each party what confirmation must be shared with the other.

Funding or an appointment is not currently confirmed.

Things to try

  • Keep the provider conversation and immediate safety plan active while searching additional categories.

The main assistance program is not open right now.

Things to try

  • Kentucky describes general seasonal heating components, but that calendar does not establish today's local intake. Louisville Metro's 2026 summer subsidy window for Jefferson County ended September 11. Ask the county-serving Community Action Agency which component, if any, is taking applications now.
  • Ask Kentucky 211 and the local Community Action Agency what is currently taking applications rather than assuming LIHEAP is the only route.
  • Ask the utility separately what it can do on the account itself — an account-specific arrangement, if offered, is separate from an assistance application.

A payment or assistance pledge was sent but is not reflected on the account.

Things to try

  • Use verified contact information, provide the transaction or confirmation reference, and ask the utility what it can trace and what the account status is now.

The normal route stalls, gives conflicting instructions, or cannot confirm the next step.

Things to try

  • Record who said what, when, and through which channel.
  • Ask what escalation or alternate channel exists, then keep a separate fallback route open.

Section 15 says an electric or gas utility must give ten days' written notice before terminating for nonpayment, and may not terminate before twenty-seven days after the original unpaid bill was mailed; for water, sewer, or telephone the periods are five days and twenty days. Section 15 also says service shall not be terminated for thirty days beyond the termination date if a physician, registered nurse, or public health officer certifies in writing that termination will aggravate a debilitating illness. Section 16 sets a November 1 through March 31 reconnection path for a customer who presents a certificate of need from the Cabinet for Health and Family Services, pays one-third of the outstanding bill or $200 (whichever is less), and agrees to a repayment schedule ending no later than October 15. Confirm with the provider that it is PSC-regulated — municipal utilities and some water districts are not — and ask what it currently requires.

What to do when a step does not work

A closed office, a failed website or a “no” does not end the plan. Guidance written for this guide comes first. Where this guide has none, No One Left Outside’s general guidance is shown and labelled.

Show the seven situations, deadlines, county differences and what No One Left Outside does not know
If a document is missing

From this guide

  • Missing: Current bill or shutoff notice
    • Request a current copy from the utility using verified contact information or an accessible account method.
    • Ask first whether these are accepted (not confirmed): Ask an assistance program whether an account screenshot or provider statement can begin its review.
  • Missing: Income or hardship information requested by a program
    • Ask the specific program for a written checklist and how to address each unavailable item.
    • Ask first whether these are accepted (not confirmed): Ask whether another benefit, employer, or institutional record can be reviewed; acceptance is unverified.

If the office is closed

From this guide

  • It is outside November 1 to March 31
    • The §16 winter path does not apply — ask what ordinary reconnection terms the utility offers instead.
    • Ask 211 and the Community Action Agency what is funded in this season.
    • If heat or cold makes the home unsafe, treat that as its own emergency rather than waiting on the account.
  • The component is closed, or funds have run out
    • Ask when the next component opens and whether anything can be filed in advance.
    • Ask 211, faith-based programmes, and the utility's own hardship fund — these run on different calendars from LIHEAP.
    • Keep negotiating the account itself with the utility; a payment arrangement does not need a programme to be open.
  • The main assistance program is not open right now.

If the website or portal fails

From this guide

  • You cannot use a phone to ask about reconnection
    • Check the utility bill or its own website for a published written contact or customer-service location. Use a listed written route to request reconnection terms, or confirm access before travelling to a listed office.
    • If you cannot use that route, ask a helper you believe is safe to contact the actual utility with your permission. Ask the utility whether it accepts the arrangement; keep account details off public searches and shared links.
    • Keep the quoted terms, funding work and immediate-safety plan separate. Record an unavailable or unaccepted contact arrangement as unresolved.

If the phone is disconnected or nobody answers

From this guide

  • The utility cannot be reached before the date on the notice
    • Record the source, date, contact channel, reference number, and exact response.
    • Use a written channel as well as the phone, so an attempt exists on the record.
    • Set a named owner and next check for each route that stays open.
  • No physician, nurse, or health officer can be reached in time
    • Ask the treating clinic whether any of the three named roles can sign, not only the prescribing doctor.
    • Ask the utility what it will accept as an interim step while a certification is being obtained.
    • Tell the utility about the medical need anyway and record who was told and when.
  • An appointment was requested but never confirmed
    • Record the source, date, contact channel, reference number, and exact response.
    • Tell the utility an application is in progress and ask what that changes, if anything.
    • Set a named owner and next check for each route that stays open.

If the request is denied

From this guide

  • The utility says the state rule does not apply to it
    • Ask what notice and payment-arrangement policy it does follow, and whether that policy is published anywhere.
    • Ask who governs it — a city council, a water district board — and whether there is a complaint or appeal route.
    • Keep the assistance applications running regardless; funding does not depend on who regulates the provider.

  • A payment plan, pause, reconnection fee, and restoration time are UNKNOWN until confirmed.
  • A diagnosis, age, or assistance application alone does not establish a protection or erase the debt.
  • Current funding, open intake, eligibility, and payment amount are UNKNOWN; do not rely on an old season's limits.
  • Private charitable funding availability and grant caps are UNKNOWN until the charity reviews your application.
  • Whether an office is open today, or how long the wait is
  • Whether a program has openings right now
  • Whether a particular person qualifies — only the agency or provider decides

Avoid a wasted trip

  1. 1.Recheck the location, hours, appointment rules, and current document instructions before leaving.
  2. 2.Keep originals and copies organized, and ask before handing over the only copy you have.
  3. 3.At the counter, explain what is missing and ask what replacement or workaround evidence can be reviewed.
  4. 4.Ask what was received, what is still missing, how status can be checked, and what happens if the normal route fails.
  5. 5.Keep a safe copy, receipt, confirmation, or reference number for anything you submit.

Ask before leaving the counter: “Is there anything else that could prevent this application from being approved today?”

Preparation and practice guidanceGeneral advice that applies to most appointments and calls, not only to this journey.

Practitioner and helper guidance

Preparation ideas for the person and anyone helping
  • Keep the utility account conversation separate from each funding application.

A referral or application does not confirm that the utility will delay action or reconnect service.

  • Ask early whether the provider is PSC-regulated, then ask about the written medical certification in 807 KAR 5:006 §15(2)(c).

For a PSC-regulated utility, a written certification from a physician, registered nurse, or public health officer that termination will aggravate a debilitating illness delays termination thirty days. That is a rule, not a favor — but it does not apply to municipal utilities and some water districts, and the utility decides what it accepts as certification.

  • Between November 1 and March 31, ask about the certificate of need reconnection path before assuming reconnection is out of reach.

807 KAR 5:006 §16 sets a winter reconnection path for a customer who presents a certificate of need from the Cabinet for Health and Family Services, pays one-third of the balance or $200 (whichever is less), and agrees to a repayment schedule ending no later than October 15. Confirm the certificate, weatherization referral, payment and repayment conditions with the utility and the issuing agency.

  • Reconcile the utility account, payment source, and assistance program as separate records.

A payment being sent does not prove it was received, credited, or sufficient to change account action.

  • Separate documents, client statements, agency instructions, and unconfirmed assumptions in the record.

Clear labels let the next helper reuse what is known without turning an inference into a fact.

  • End each handoff with a named owner, safe contact method, next check date, and fallback.

A referral is easier to resume when responsibility and the failed-route response are visible.
