Start here
Your first action
Do this now
Confirm supervision requirements, reporting schedule, and any conditions attached to release before pursuing other needs.
Next: Supervision officer or release coordinator
Use the contact provided at release or on release paperwork.
Ask: Ask for the reporting schedule, conditions, permitted activities, and what to do if housing, employment, or contact requirements cannot be met immediately.
Situation: Recently released from jail or prison, or preparing to return to the community.
What you need to startUse what you have. Missing items do not block the first call.
Have ready if available
- Release papers and supervision instructions
- Any identification documents received at release
- Medications and prescriptions if applicable
- A safe contact method and mailing address
Missing something? Ask what can be reviewed; do not wait to call.
If the first route fails
If housing, food, or immediate support is not confirmed: Dial 211 and ask for reentry-specific resources, emergency shelter, and food assistance in your area.
If supervision applies, keep the officer informed of housing status — they may know of reentry-specific resources. If no supervision was assigned, proceed directly to 211 and reentry providers.

What remains uncertain: Supervision conditions, housing eligibility with a record, benefit reinstatement, and employment restrictions must all be confirmed with the specific agency or provider.

Public Beta limitation
Reviewed Public Beta guidance only. Fees, timelines, eligibility, document substitutes, capacity, and provider practices are not published unless a named source has been verified. Confirm current requirements directly.
How to read checked, listed, and unknown informationA listing can stay useful without being provider confirmed.
- Checked fact or route
- NOLO matched the fact to the named source on the date shown. This is not proof of current availability or provider confirmation.
- Directory lead
- A listing that may still help remains visible with an honest status such as Possibly active or Needs verification.
- PROVIDER CONFIRMED
- Only named fields backed by linked first-party provider evidence, integrity checks, and attributed human approval may carry this state. NOLO never infers it from a website, import, likely fit, or contact attempt.
- UNKNOWN / Needs verification
- NOLO does not know the answer yet. Confirm it directly; this is not a claim that the resource or option does not exist.
Each step in full
The same steps as the plan above, with the instructions for each one.
Do firstProtect health and immediate safety
Do this
Address danger, urgent care, and overdose risk before administrative work.
- Use emergency help for a crisis. If opioids may be involved after a period without use, ask the release team or pharmacy about naloxone and how to use it.
- Ask the prescriber about any medication gap before the next dose is due; do not change treatment based on this guide.
Why this step is here
Reduced tolerance after abstinence makes overdose prevention an immediate safety concern.
What was checked, and what is still unknown (1)
- SAMHSA names people who have had a period of abstinence as candidates for opioid overdose reversal medication, and lists returning to drug use after leaving a healthcare setting or a period of abstinence as an overdose risk factor because previous tolerance has decreased.U.S. Substance Abuse and Mental Health Services Administration — Opioid Overdose Reversal Medications (OORM). Read on 2026-09-07.
Still unknown
- Medication supply, naloxone access at a specific site, and care arrangements are UNKNOWN until confirmed.
Do firstConfirm release and reporting instructions
Do this
Read the release papers and contact the named authority about any required reporting.
- Confirm the exact location, date, contact, and transport plan with the responsible officer or court.
- If papers are missing or instructions conflict, request a copy or clarification through the official district contact. Do not infer that no obligation exists.
Move on when: you have the controlling instruction or a prompt contact assigned to clarify it.
What was checked, and what is still unknown (1)
- Kentucky's Division of Probation and Parole provides supervision and publishes district office contact routes.Kentucky Department of Corrections — Probation & Parole. Read on 2026-09-07.
Still unknown
- Your supervision conditions and deadlines cannot be determined here.
Step 1Confirm somewhere safe to stay of 4
Do this
Check the first-night destination and any approval your written release conditions require.
- Ask the receiving place to confirm acceptance and arrival instructions.
- Use 211 for shelter and local housing leads if no place is confirmed; a referral alone is not a placement.
Why this step is here
Arrange housing alongside reporting; neither conversation replaces the other.
What was checked, and what is still unknown (1)
- 211 connects callers to local housing, food, utility, and other resource referrals.United Way 211 — Call 211 for Essential Community Services. Read on 2026-09-07.
Still unknown
- Accommodation and any supervision approval remain UNKNOWN until each responsible party confirms them.
Step 2Recover the ID records you need of 4
Do this
Compare the records you have with the current Kentucky ID checklist before paying or travelling.
- Use the Get an ID guide and ask a Regional Office about missing documents or a Homeless ID route.
- A corrections-issued card is not assumed to satisfy every identity requirement; ask the receiving office.
Why this step is here
Confirm delivery and the transaction before ordering supporting records.
What was checked, and what is still unknown (1)
- Kentucky publishes transaction-specific ID requirements and a no-cost Homeless ID route for eligible residents applying in person.Kentucky Transportation Cabinet — Identification Cards. Read on 2026-09-07.
Still unknown
- Document acceptance, fee assistance, and your transaction requirements need direct confirmation.
Step 3Apply for food and health coverage of 4
Do this
Use kynect or the agency's published contact route for SNAP and Medicaid as appropriate.
- Ask what can begin while documents are pending and whether a prior case needs a change rather than a new application.
- Keep agency requests, submissions, and next check dates with the person or helper doing the application.
Move on when: each needed benefit has a submission record or a specific next action.
What was checked, and what is still unknown (2)
- A Kentucky SNAP application can be started online through kynect benefits, and the same portal manages the application afterwards.kynect benefits, Commonwealth of Kentucky — Kentucky SNAP — Supplemental Nutrition Assistance Program. Read on 2026-09-07.

Still unknown
- Release does not establish automatic enrollment, eligibility, or restored benefits.
Step 4Request employment and reentry support of 4
Do this
Ask your Probation and Parole officer about a Reentry Employment Coordinator referral, if that route applies.
- Keep a record of which authority or provider gave each instruction, along with dates and reference numbers.
- If not under that supervision route, ask 211 for local reentry and employment leads.
- Confirm what help is offered, intake requirements, appointment details, and transportation directly.
- Choose a safe contact method, name who owns the next action, and write down when to check again.
- Keep a safe copy or reference number for each notice, submission, referral, and instruction so the work can resume without starting over.

Already handledArrange mail and phone access
Do this
Set a reachable contact and delivery method before ordering records or filing applications.
- Ask each destination what address and contact route it accepts.
- If using a shelter or post office for mail, confirm its acceptance and pickup rules first; do not assume every site offers General Delivery.
What was checked, and what is still unknown
Still unknown
- Mail acceptance, required identification, retention, and calling access are UNKNOWN.

Kentucky protective order
Filing a petition for an emergency protective order, if someone is hurting you or threatening you.
How protective orders work (Kentucky Court of Justice)
Petitions are filed with an Office of Circuit Court Clerk; the court publishes contact details for all 120 counties.
Kentucky courts are required to provide a 24-hour access process for orders of protection in every county. The after-hours location or procedure can vary by county. Contact the local circuit court clerk, law enforcement, or a domestic-violence program to confirm the local process. The Kentucky Court of Justice also states that there are no fees or costs for filing a petition. Whether to seek an order is your decision, and an advocate can help you think it through.

- Access or submission
- Mail certification request only; use the live process page for online or in-person alternatives.

Set up temporary mail pickup for replacement cards

- Official instructionsOptionalSource checked
General Delivery
A way to receive mail without a permanent address. USPS publishes it as "intended primarily as a temporary means of delivery: For transients and customers not permanently located." No application form exists — it is arranged with the destination Post Office.
- Who completes it
- The person receiving mail, by contacting the destination Post Office. USPS publishes no application form for this.
- Gather before opening
- Identification: DMM 508.6.3 states a customer "can be required to present suitable identification before mail is given to the customer," and 508.6.2 lets a postmaster refuse service to someone unable to present it. What counts as suitable is decided locally — ask before relying on this.
- Access or submission
- Contact the destination Post Office to determine the authorised facility and its ZIP code before mail is sent; Collect in person at that one authorised facility
- Signature
- None published for arranging it. Identification can be required when mail is collected.
What this does not prove: Two limits decide whether this works. Identification can be required, so it may not solve an address problem for someone also missing ID. And DMM 508.6.4 states each piece is held "for no more than 30 days" — shorter than a 60-day benefits or appeal deadline, so a notice can be returned to the sender before it is ever collected.Official owner: United States Postal Service. Checked 2026-08-06. Not evaluated by NOLO. Collection is in person at a single authorised facility, which is itself an access constraint worth planning around. Things to try
- Write down fixed reporting or court instructions first, then add food, medication, shelter, phone, and transportation actions.
A criminal record may affect a program or application.
Things to try
- Ask the program for its current rule and use qualified legal help for advice about the record.
Release papers, identity records, or contact information are missing or inaccessible.
Things to try
- Ask the issuing authority or program how to obtain a correct copy, and keep fixed reporting obligations separate from document recovery work.
The normal route stalls, gives conflicting instructions, or cannot confirm the next step.
Things to try
- Record who said what, when, and through which channel.
- Ask what escalation or alternate channel exists, then keep a separate fallback route open.
Things that may help today
- If you are in immediate danger, or a medical or mental-health emergency is happening, use the Emergency help panel first — NOLO does not monitor or dispatch help, and it is not a substitute for contacting your supervising officer where that is required.
- Ask the releasing or supervising organization which immediate reentry contacts it can confirm.
- Use separate searches for shelter, food, care, phone access, transportation, and employment rather than waiting on one program.

Verified official route
The Kentucky Court of Justice says a criminal record report — an expungement certification — must be filed with a petition to expunge a conviction, and that the cost for an expungement certification is $40. It publishes three routes: online through its certification site, in person at the Administrative Office of the Courts drive-thru window at 1001 Vandalay Drive, Frankfort, Monday through Friday (except state holidays) 8 a.m. to 4 p.m. EST, or by mail using form RU-009 with a $40 check. It names AOC form 496.3 for an application to vacate and expunge a felony conviction and AOC form 497.2 for a petition following acquittal, dismissal, or failure to indict, and states that Kentucky State Police reviews all convictions. Whether a specific record is eligible is the certification's purpose to determine — it is not something this page decides.

The Kentucky Court of Justice publishes its official AOC forms in a searchable index. It states forms are searchable by keyword and topic, and that a known form number may be entered into the keyword search. The court publishes this disclaimer: these forms "are not a substitute for legal advice and if you have difficulty filling out these forms, then you may wish to consult with an attorney." Eviction cases in Kentucky are forcible detainer actions and use the AOC 216 through 220 series; the document that authorizes removal is a Warrant for Possession. NOLO shows this index so a person can recognize the document they were handed. It does not tell anyone what to file.

Practitioner and helper guidance
Preparation ideas for the person and anyone helping
Build a one-page reentry calendar from the person’s actual papers.
Dates and obligations should come from the responsible authority, not from general assumptions.
Do not quote expungement eligibility, waiting periods, or fee help from the research draft.
Those are legal and provider-specific claims requiring current verification.
Leave a source-labeled record that another navigator can resume.
Authority instructions, client statements, provider requirements, and unconfirmed leads have different weight and should not be flattened together.
Separate documents, client statements, agency instructions, and unconfirmed assumptions in the record.
Clear labels let the next helper reuse what is known without turning an inference into a fact.
End each handoff with a named owner, safe contact method, next check date, and fallback.
A referral is easier to resume when responsibility and the failed-route response are visible.

Avoid a wasted trip
- 1.Recheck the location, hours, appointment rules, and current document instructions before leaving.
- 2.Keep originals and copies organized, and ask before handing over the only copy you have.
- 3.At the counter, explain what is missing and ask what replacement or workaround evidence can be reviewed.
- 4.Ask what was received, what is still missing, how status can be checked, and what happens if the normal route fails.
- 5.Keep a safe copy, receipt, confirmation, or reference number for anything you submit.
Ask before leaving the counter: “Is there anything else that could prevent this application from being approved today?”
