Start here
Your first action
Do this now
Find a food pantry or meal program open today. Louisville Metro publishes a current meals and food resources page.
Next: Louisville Metro meals and food resources
Ask: Ask the program about current hours, address, what to bring, and whether a referral is needed before traveling.
Situation: Food has run out or will run out soon. Immediate pantry/meal access and SNAP are separate routes that can run in parallel.
What you need to startUse what you have. Missing items do not block the first call.
Have ready if available
- Photo ID if the program requires it
- Proof of address if the program requires it
- Number of people in the household
- Any dietary or allergy considerations
Missing something? Ask what can be reviewed; do not wait to call.
If the first route fails
If a benefit program may help — now or within days: Apply for SNAP at kynect.ky.gov or call 855-306-8959 to ask about expedited review. An interview is still required; expedited processing is the agency's determination.
Keep searching for immediate food while a SNAP decision is pending.

How to read checked, listed, and unknown informationA listing can stay useful without being provider confirmed.
- Checked fact or route
- NOLO matched the fact to the named source on the date shown. This is not proof of current availability or provider confirmation.
- Directory lead
- A listing that may still help remains visible with an honest status such as Possibly active or Needs verification.
- PROVIDER CONFIRMED
- Only named fields backed by linked first-party provider evidence, integrity checks, and attributed human approval may carry this state. NOLO never infers it from a website, import, likely fit, or contact attempt.
- UNKNOWN / Needs verification
- NOLO does not know the answer yet. Confirm it directly; this is not a claim that the resource or option does not exist.
Each step in full
The same steps as the plan above, with the instructions for each one.
Do firstGet food for today first
Do this
If you need food now, seek a meal or pantry while benefits work proceeds separately.
- Ask 211 for local food options; call the receiving site before travelling.
- For a medical emergency, use emergency help instead of waiting for a pantry or benefits decision.
Why this step is here
Food needed today cannot wait for a benefit application.

- Food stock, hours, admission, and delivery today are UNKNOWN.
Step 1Confirm food you can actually use of 3
Do this
Ask the pantry or meal site whether its food and access fit your household.
- Discuss allergies, infant needs, cooking, refrigeration, storage, and mobility directly with the site.
- Confirm the address, arrival time, service area, household rules, and what to bring before travelling.
Move on when: you have usable intake instructions or another lead.

- Suitable food, document requirements, and accommodations are not established by a listing.
Step 2Apply for ongoing food support of 3
Do this
Use the SNAP guide to file or respond to your notice and ask about expedited service at filing.
- Do not delay starting the application while trying to collect every document.
- Follow the agency's interview and verification instructions, keeping submission confirmations.
Why this step is here
Apply alongside food access; do not substitute one for the other.
What was checked, and what is still unknown (2)
- A household may begin applying the same day it visits the SNAP benefit office, by completing a short form.Kentucky Cabinet for Health and Family Services — Supplemental Nutrition Assistance Program (SNAP). Read on 2026-09-07.
- Kentucky publishes three circumstances for getting SNAP benefits soon after applying: rent or mortgage plus utilities cost more than gross monthly income; gross monthly income is under $150 and resources are $100 or less; or the household includes destitute migrant or seasonal farm workers.Kentucky Cabinet for Health and Family Services — Supplemental Nutrition Assistance Program (SNAP). Still unknown
- Eligibility, approval, amount, and your case's decision date are UNKNOWN.
Step 3Keep a second food option of 3
Do this
Choose another contact to try if today's food source cannot help.
- Ask the first service or 211 for the next lead and confirm it directly.
- Keep checking the SNAP application or card replacement separately until the result arrives.
- Choose a safe contact method, name who owns the next action, and write down when to check again.
- Keep a safe copy or reference number for each notice, submission, referral, and instruction so the work can resume without starting over.
Move on when: today's food access and the longer support route each have a next action.

The route NOLO checked
Kentucky publishes a separate around-the-clock number for the benefit card itself: "If your EBT card is lost, stolen or damaged, call 1-888-979-9949 to report it." The Cabinet lists that number as available 24 hours a day, seven days a week — unlike the SNAP application line on 855-306-8959, which is not. Report a lost or stolen card to that number rather than waiting for an office to open. Replacing a card is not the same as replacing benefits already spent from it, and NOLO has not verified Kentucky's rules on replacing stolen or lost benefits — ask DCBS about that separately.

What rent, mortgage, and utilities cost each month
What rent, mortgage, and utilities cost each month
Kentucky publishes one of its two faster-SNAP conditions as rent or mortgage and utilities costing more than the household's gross monthly income. Knowing both figures before the call is what makes that condition checkable.
If it is missing
Approximate from a lease, a rent receipt, or recent utility bills, and tell DCBS which figures are estimates.
The route NOLO checked
Kentucky publishes a faster SNAP route for households in immediate need, and publishes the conditions for it. The Cabinet for Health and Family Services states: "If your household needs help right away, you may be able to get your SNAP benefits within a few days after applying." It then states you "may qualify for SNAP benefits soon after applying under certain circumstances, if: 1. Your household's monthly rent or mortgage and utilities costs are more than its gross monthly income. 2. Your household's gross monthly income is less than $150 and resources, such as cash or bank accounts, total $100 or less." Those are conditions a household can check about itself before it calls. The Cabinet also publishes that "The head of your household, or an authorized representative, must be interviewed before the application can be completed," that "Benefits will begin from the date your application is received," that an application received outside business hours (Monday to Friday, 8 a.m. to 4:30 p.m. Eastern) "will be dated for the next business day," and that after filing "you will receive a notice within 30 days" of the decision. Apply by calling DCBS Family Support on 855-306-8959, online, in person at a local Family Support office, or by mailing a printed application; TTY is 800-627-4702. Whether a household is entitled to expedited service is DCBS's determination, not this page's.

If something is blocking you (6)What commonly stops people here, and what has worked around it.
If something is blocking you
Hours, inventory, service area, or household rules are unclear.
Things to try
- Call or use a current official locator before traveling and keep a backup option.
Transportation, mobility, cooking, storage, or dietary needs make the result unusable.
Things to try
- State the constraint directly and search transportation or community support in parallel.
There is no identification, or no address to give.
Things to try
- Ask the specific pantry what it requires — requirements are set site by site, and NOLO has not verified any site's rule.
- For the benefits side, ask DCBS what it accepts when documents are gone rather than assuming an application cannot start.
- If the problem is having nowhere for post to arrive, USPS publishes General Delivery for people not permanently located — though it can require identification too.
The household is hard to describe — people come and go, or meals are shared unevenly.
Things to try
- Ask DCBS how it defines a household for this case rather than guessing, because the answer changes the application.
- Describe the actual arrangement plainly instead of fitting it to a form; a caseworker can only work with what they are told.
The benefits themselves are gone, not just the card.
Things to try
- Report the card on 1-888-979-9949 first, because that stops further loss and is published as answering 24 hours a day.
- Then ask DCBS separately what can be done about benefits already taken — NOLO has not verified Kentucky's replacement rules and will not guess at them.
The normal route stalls, gives conflicting instructions, or cannot confirm the next step.
Things to try
- Record who said what, when, and through which channel.
- Ask what escalation or alternate channel exists, then keep a separate fallback route open.
Where to go — official routes (6)Named offices and services, each with its own source, check date, and published limits.
Verified official route
Dare to Care, the regional food bank, publishes an interactive locator: enter an address or ZIP code, pick when you can go, and choose the kind of resource. Its listings cover Kentucky and southern Indiana sites. Two things on that page matter more than the map — published hours are narrow and differ by site (single blocks such as 10 a.m. to 1 p.m. on one weekday), and at least one listed pantry serves only a single ZIP code. Check the hours and any service-area rule for the specific site before traveling. The locator does not establish that a site is open today or has food in stock.

The Postal Service publishes General Delivery as a way to receive mail without a permanent address. Its FAQ states: "General Delivery is a mail service for those without a permanent address, often used as a temporary mailing address." The Domestic Mail Manual sets the rules. Section 508.6.1 states general delivery "is intended primarily as a temporary means of delivery: For transients and customers not permanently located" and for customers wanting Post Office box service when boxes are unavailable. Section 508.6.3 states a "general delivery customer can be required to present suitable identification before mail is given to the customer," and that "Prior to mailing, customers should contact the destination Post Office to determine the authorized facility or facilities and their applicable ZIP Code(s)." Section 508.6.2 states general delivery is normally available at only one facility per Post Office, that "A customer may use only one such location," and that a postmaster may refuse or restrict it "To a customer who is unable to present suitable identification" or where mail volume or accumulation cannot reasonably be accommodated. Section 508.6.4 states "Each general delivery mailpiece is held for no more than 30 days, although a shorter time period may be requested by the sender." Two consequences worth planning around: identification can be required, so this may not solve an address problem for someone who is also missing ID; and a notice with a deadline further out than 30 days can be returned to the sender before it is collected. Call the specific Post Office first — which facility offers it, and what identification that postmaster accepts, are decided locally.

Petitions are filed with an Office of Circuit Court Clerk; the court publishes contact details for all 120 counties.
Kentucky courts are required to provide a 24-hour access process for orders of protection in every county. The after-hours location or procedure can vary by county. Contact the local circuit court clerk, law enforcement, or a domestic-violence program to confirm the local process. The Kentucky Court of Justice also states that there are no fees or costs for filing a petition. Whether to seek an order is your decision, and an advocate can help you think it through.

Things that may help today
- Use emergency meal or community-support searches while benefit questions are pending.
- Ask a current food-access contact for another confirmed option if the first cannot serve the household.
- If a child, older adult, or someone with a medical condition is going without food, say that explicitly on every call — it is information the person answering can act on.

General Delivery
A way to receive mail without a permanent address. USPS publishes it as "intended primarily as a temporary means of delivery: For transients and customers not permanently located." No application form exists — it is arranged with the destination Post Office.
- Who completes it
- The person receiving mail, by contacting the destination Post Office. USPS publishes no application form for this.
- Gather before opening
- Identification: DMM 508.6.3 states a customer "can be required to present suitable identification before mail is given to the customer," and 508.6.2 lets a postmaster refuse service to someone unable to present it. What counts as suitable is decided locally — ask before relying on this.
- Access or submission
- Contact the destination Post Office to determine the authorised facility and its ZIP code before mail is sent; Collect in person at that one authorised facility
- Signature
- None published for arranging it. Identification can be required when mail is collected.
What this does not prove: Two limits decide whether this works. Identification can be required, so it may not solve an address problem for someone also missing ID. And DMM 508.6.4 states each piece is held "for no more than 30 days" — shorter than a 60-day benefits or appeal deadline, so a notice can be returned to the sender before it is ever collected.Official owner: United States Postal Service. Preparation ideas for the person and anyone helping
Confirm the resource on the day of referral.
Food hours, inventory, service areas, and household rules can change.
Treat transportation and food-storage constraints as part of access.
A referral is not actionable when the person cannot reach or safely use it.
Check the two expedited conditions with the household before the SNAP call, not after.
Kentucky publishes them as rent or mortgage and utilities exceeding gross monthly income, or gross monthly income under $150 with resources of $100 or less. Both are things the household knows and the caseworker does not, and the difference is a decision in days rather than a notice in thirty.
Keep the card problem and the benefits problem separate.
The card line is published as answering 24 hours a day; the application line is not. Replacing a card does not replace benefits already spent from it, and Kentucky's rules on the second are unverified.
Ask what address the benefits case holds before assuming a notice was ignored.
Most benefit interruptions after a move are unanswered notices rather than decisions, and the notice went somewhere.
Separate documents, client statements, agency instructions, and unconfirmed assumptions in the record.
Clear labels let the next helper reuse what is known without turning an inference into a fact.
End each handoff with a named owner, safe contact method, next check date, and fallback.
A referral is easier to resume when responsibility and the failed-route response are visible.
