Optional. Nothing is stored and no answer decides eligibility. Skipping every question gives you the full plan above.
Start here
Your first action
Do this now
Choose the current housing state below. Pick every state that applies so each route stays separate.
Next: The housing-state selector and its ordered plan
On screen, choose every housing state that applies. Selected plans are included when you print.
Ask: Which housing state applies right now, and which other tracks need to stay open?
Situation: Separate a safe-place need now, keeping current housing, and longer housing work before choosing a route.
What you need to startUse what you have. Missing items do not block the first call.
Have ready if available
- A notice, deadline, application, or referral reference if one exists
- A safe contact method
- The current location or jurisdiction only when safe to share
- The next status question for the organization that controls the process
Missing something? Start with the selected housing state and ask what can be reviewed safely.
If the first route fails
The first housing route stalls: Keep the current housing track open and use a separately confirmed route or broad housing search.
Keep other housing tracks active unless their owner says they are closed or they are unsafe.

Public Beta limitation
Day 1 does not publish verified waitlists, openings, voucher routes, application instructions, eligibility rules, or timelines.
How to read checked, listed, and unknown informationA listing can stay useful without being provider confirmed.
- Checked fact or route
- NOLO matched the fact to the named source on the date shown. This is not proof of current availability or provider confirmation.
- Directory lead
- A listing that may still help remains visible with an honest status such as Possibly active or Needs verification.
- PROVIDER CONFIRMED
- Only named fields backed by linked first-party provider evidence, integrity checks, and attributed human approval may carry this state. NOLO never infers it from a website, import, likely fit, or contact attempt.
- UNKNOWN / Needs verification
- NOLO does not know the answer yet. Confirm it directly; this is not a claim that the resource or option does not exist.
Each step in full
The same steps as the plan above, with the instructions for each one.
Step 1Set a reliable contact route of 8
Do this
Arrange a mailing and phone contact route you can check while applications are pending.
- Ask each housing agency how to update your address, phone, and household information.
- If your contact route fails, contact each active list directly instead of assuming another agency updates it.
What was checked, and what is still unknown (1)
- Apply for vouchers through a public housing agency; documents vary, waitlists can be long, and applicants must keep contact and household information current.U.S. Department of Housing and Urban Development — HCV Applicant and Tenant Resources. Read on 2026-09-07.
Still unknown
- Your list status and each agency's next response date are UNKNOWN.
Step 2Separate tonight from the housing search of 8
Do this
Decide whether you need shelter tonight, help keeping your home, or a longer housing search.
- For danger or a medical emergency, use the emergency contacts above immediately.
- In Louisville, call Coordinated Shelter Access at 502-637-2337, daily 10 a.m. to 1 p.m.; elsewhere or if you cannot reach it, ask 211 for local shelter leads.
Why this step is here
A voucher waitlist cannot supply tonight's shelter.
What was checked, and what is still unknown (2)
- Coordinated Shelter Access takes shelter reservation and homelessness-prevention calls at 502-637-2337 daily, 10 a.m. to 1 p.m.Coalition for the Homeless — Contact Us. Read on 2026-09-07.
- 211 connects callers to local housing, food, utility, and other resource referrals.United Way 211 — Call 211 for Essential Community Services. Read on 2026-09-07.
Still unknown
- A bed, accessible space, family placement, or admission today is UNKNOWN until the receiving service confirms it.
Step 3Protect housing you already have of 8
Do this
If you have arrears, a notice, or court papers, contact legal help while pursuing housing options.
- Keep the notice, lease, payment history, and any court date together.
- Use Kentucky Justice Online for your region's legal-aid route; in the Louisville service area, use Legal Aid Society's application.
What was checked, and what is still unknown (2)
- Eviction requires a court process; notice rules depend on the tenancy and jurisdiction, and an assistance request does not replace responding to court papers.Kentucky Justice Online, Kentucky civil legal aid programs — Evictions. Read on 2026-09-07.
- Legal Aid Society accepts an online application and publishes 502-584-1254; submitting an application does not create an attorney-client relationship.Legal Aid Society — Application for Services. Read on 2026-09-07.
Still unknown
- The deadline and whether a legal program can represent you depend on your case.
Step 4Choose the right housing application of 8
Do this
Contact the public housing agency or housing provider that controls the program you want.
- For a voucher, use HUD's housing agency directory. Ask whether its list is accepting applications and how to apply.
- Ask separately about public housing, property-specific lists, and any existing referral; one application does not cover every route.
Move on when: you have a named program and its current application instructions.
- Open applications, eligibility, wait time, and local preferences are UNKNOWN here.
Step 5Prepare only the requested records of 8
Do this
Ask that program for its document list and how to proceed with missing records.
- Gather the identity, household, and income records it requests; ask which alternatives it accepts.
- Keep copies and submission confirmations with you or your chosen helper, never in NOLO.
Why this step is here
Choose the program before treating a document list as mandatory.
- Required documents and accepted substitutes depend on the program and stage.
Step 6Follow each application through move-in of 8
Do this
For each referral, assessment, list, or application, record who controls it, the last confirmed status, the next check, and a fallback path.
- Record the confirmation, next check date, and person to contact if nothing arrives.
- If issued a voucher, follow its search deadline, tenancy approval, inspection, and lease instructions before treating a unit as approved.
Move on when: the receiving provider confirms the next action and you retain a fallback for tonight.

- Apply for vouchers through a public housing agency; documents vary, waitlists can be long, and applicants must keep contact and household information current.U.S. Department of Housing and Urban Development — HCV Applicant and Tenant Resources. Read on 2026-09-07.
Still unknown
- A referral, waitlist position, or voucher does not confirm a unit, deposit assistance, or move-in date.
Step 7Set a safe way to be reached of 8
Do this
Decide how each organization contacts you, who owns the next action, and when to check back.
- Choose a contact method you can actually reach, and say so when you give it out.
- Name who owns the next action on each open item — you, a helper, or the organization.
- Write down when to check again, so a silent week is noticed rather than assumed.
Move on when: every open item has a contact route, a named owner, and a next check date.
Step 8Keep a copy of everything of 8
Do this
Keep a safe copy or reference number for each notice, submission, referral, and instruction.
- Record the date, the reference or confirmation number, and who you spoke to.
- Keep the record where you can resume from it if a route stalls or gives conflicting instructions.
- Note what was said, when, and through which channel, especially where instructions conflicted.
Move on when: the work could be picked up from the record without starting over.

You may lose current housing
Things to try
- Search eviction-prevention, rent-assistance, utility, and legal-resource leads.
A list is closed, unclear, or moving slowly
Things to try
- Ask who controls the list, what status can be confirmed, and what other processes can be pursued in parallel.
A confidential or domestic-violence service may be needed
Things to try
- Use the global Quick Exit guidance and contact the service through a safe channel; do not rely on a public location.
An assessment or referral happened, but nobody owns the follow-up
Things to try
- Ask who received it, who can confirm its status, when to check again, and which parallel housing route should stay active.
The normal route stalls, gives conflicting instructions, or cannot confirm the next step.
Things to try
- Record who said what, when, and through which channel.
- Ask what escalation or alternate channel exists, then keep a separate fallback route open.

Where Kentucky's tenant-protection law applies
Kentucky's tenant-protection law is not statewide. KRS 383.500 says the General Assembly "authorizes cities, counties and urban-county governments to enact the provisions of the Uniform Residential Landlord and Tenant Act as set forth in KRS 383.505 to 383.705," that "If adopted, these provisions shall be adopted in their entirety and without amendment," and that no other local ordinance may be enacted on the same subjects. In practice a jurisdiction either has the whole Act or has none of it, and the protections people commonly expect — deposit rules, notice-to-cure rights, repair remedies — depend on which. NOLO has not verified which Kentucky cities and counties have adopted it, and does not publish a list. Ask Legal Aid Society or your city or county government whether the Act applies where you live before relying on any protection under it.

Preparation ideas for the person and anyone helping
Write down the next action before ending the conversation.
A named next action is easier to resume than a general instruction to follow up.
Ask the agency what could stop the process before the person travels.
The agency can identify current requirements that NOLO has not verified.
Separate documents, client statements, agency instructions, and unconfirmed assumptions in the record.
Clear labels let the next helper reuse what is known without turning an inference into a fact.
End each handoff with a named owner, safe contact method, next check date, and fallback.
A referral is easier to resume when responsibility and the failed-route response are visible.
